Job Description:  

The Senior Associate, Program Finance contributes to costing the Bill of Materials (BOM) for the Pricing and Estimating organization in support of L3Harris Proposals and in compliance with estimating standards and L3Harris procedures. Assists with estimating and costing development and production type BOM's or may be individually responsible for BOMs of lower degrees of complexity and risk including utilizing appropriate methodology and rationale.

The successful individual will work under moderate supervision of the more senior estimating team members to determine approach to objectives, developing an understanding of and application of basic principles, concepts and practices of material estimating. May provide guidance to entry level estimators on the mechanics of work tasks and strategy.

Essential Functions: 

  • Review and understand RFP requirements, proposal assumptions, and ground rules.
  • Coordinate with Engineering, Supply Chain, Manufacturing, Program Management, and IPTs to obtain and validate the latest BOM.
  • Identify proposal-specific material needs, including tooling, test units, spares, and other items not included in the baseline BOM.
  • Work with functional teams to determine attrition, scrap factors, inventory availability, material transfers, and historical pricing.
  • Support supplier quote activity to meet PBOM coverage requirements.
  • Evaluate estimates, quotes, and related data for accuracy and completeness; populate the PBOM and apply escalation and quantity factors.
  • Prepare PBOM addendums, schedules, and supporting cost documentation.
  • Serve as the focal point for material estimates, cost substantiation, PBOM development, and audit files.
  • Ensure compliance with FAR/TINA requirements, including basis of estimate, cost or pricing data disclosure, fact-finding, and negotiations support.
  • Maintain auditable proposal files and support Government audits.
  • Maintain estimating systems, procedures, data, and standards.
  • Support process improvement initiatives, systems and procedures audits, and alignment with customer, program, and company requirements.

Qualifications:

  • Bachelor's Degree and a minimum of 2 years of prior related finance experience. Graduate Degree or equivalent with 0 to 2 years of prior related finance experience. In lieu of a degree, there is a minimum of 6 years of prior related finance experience.

 

Preferred Additional Skills:

  • Experience with Microsoft Excel.
  • Familiarity with supply chain.
  • Microsoft Office suite products (Teams, OneNote, Word).
  • Experience with AI tools.
  • ProPricer experience.
  • Government compliance experience.
