Job Description / Essential Elements: Print SENIOR HUMAN RESOURCES ANALYST DEFINITION Performs technical personnel work related to position classification; compensation; recruiting and examinations; and performs staff work in employee relations.

DISTINGUISHING CHARACTERISTICS BETWEEN RELATED CLASSES A Senior Human Resources Analyst performs professional-level technical personnel work in a variety of program areas including recruitment and selection, classification and salary, safety and training, labor relations, rules, and risk management administration. Supervises and provides direction for the testing unit of the Classified Human Resources office. A Human Resources Analyst initially performs entry-level technical personnel work.

The incumbent of a position is expected to perform increasingly complex duties with increasing initiative and independence of action and is also expected to take formal classwork at the post-secondary level, if appropriate. A successful incumbent is expected to perform at the full professional level within four years. A Human Resources Technician performs a variety of responsible clerical support duties involved in the areas of recruitment and examination as well as processing and maintenance of personnel transactions, records, files and reports.

The work of this class requires the exercise of independent judgment in the interpretation and application of rules, procedures, policies, and precedents. Work of higher complexity is reviewed and approved by the supervisor. SUPERVISION RECEIVED AND EXERCISED General supervision is received from the Assistant Director, Classified Personnel.

Immediate supervision is exercised directly over incumbents in the testing unit of the Classified Human Resources office. General supervision may be exercised over lower-level personnel and clerical classes. EXAMPLES OF DUTIES Revises class descriptions based on knowledge of positions gained from field audits or research in case folders and reports.

Performs job analysis; recommends new and revised class entrance qualifications and fields of competition. Plans and supervises the administration and rating of performance examinations and tests of physical ability. Plans, outlines and prepares examinations, type and sequence of tests, items, and tasks to be rated; obtains, develops, analyzes, edits and organizes examination materials.

Arranges and schedules appraisal interviews, instructs committee members in procedures and standards to be applied, and gives general guidance to interviewers to achieve reliability, fair competition, and standards of eligibility. Analyzes examination results, performs statistical analyses of examination results. Gathers and analyzes data as part of the on-going test validation program and participates in cooperative programs with other public agencies to improve test reliability and validity.

Confers with administrators, employees and community representatives in meetings and by correspondence and telephone relative to classification, compensation, rules and personnel transactions. Prepares and reviews personnel rules and interprets policies on such matters as appointments, promotions, demotions, transfers, dismissals, resignations, layoffs, reemployment, vacations, leaves of absence, compensation within classification, job analyses and performance evaluations; participates in the discussion, interpretation and revision of rules and regulations relating to personnel matters. Communicates with and may counsel prospective applicants by telephone, e-mail or in person, regarding career opportunities in the district, employment policies and procedures.

May visit other agencies for the purpose of attending a variety of meetings, trainings and conferences and/or to participate and cooperate in applicable examination processes. May visit district school sites and offices for a variety of personnel related activities including job analyses, test administration, etc. May supervise and participate in the periodic updating of the district's organizational charts.

May need to drive own vehicle to various sites within and outside the district to conduct work, participate in workshops, training programs, interview panels, and meetings. Assists with compliance of all state and federal programs. Performs other related duties as assigned.

KNOWLEDGE AND ABILITIES Knowledge of: District organization, operations, policies and objective. Principles and practices of public and private personnel administration. General duties performed in a variety of occupational fields.

Techniques and tools used in the development and administration of position classification and compensation plans. Research methods and report writing techniques. Methods of statistical analysis and prediction.

Laws, rules and regulations pertaining to a Merit System. Principles and techniques of recruitment and selection of personnel; job analysis methods and techniques; validation strategies; knowledge of specified guidelines for selection compliance. Modern office practices, procedures and equipment, operation of a computer terminal and designated software, including specialized applicant tracking systems such as NEOGOV.

Correct English usage, grammar, spelling, punctuation and vocabulary. Advanced oral and written communication skills. Interpersonal skills using tact, patience and courtesy.

Ability to: Identify allocation standards and apply classification principles and techniques in a wide variety of occupational fields. Allocate positions to classes or reallocate classes with consistency and accuracy. Perform complex assignments independently.

Formulate and express ideas clearly in written and oral presentation. Perform simultaneously numerous assignments with close attention to details, schedules and deadlines. Develop test materials and examination techniques.

Maintain confidentiality of sensitive and privileged information. Perform arithmetical and statistical calculations related to personnel office functions, practices and procedures. Assist with compliance of State and Federal programs.

Operate a variety of office equipment including a computer and specialized applicant tracking software such as NEOGOV; operate a keyboard with speed and accuracy. Work independently, plan and organize work. Complete work with many interruptions.

Communicate effectively both orally and in writing. Establish and maintain cooperative and effective working relationships with others. Perform other related duties as assigned.

EMPLOYMENT STANDARDS Minimum Requirements: Education: Graduation from a recognized four-year college or university, preferably with a degree in public administration, personnel administration, psychology, or industrial relations. Experience: Three years of technical level experience in personnel administration with responsibility for employment test development and construction, position classification, wage and salary administration, and/or employer/employee negotiations. Any other combination of education, training or experience that could likely provide the desired skills, knowledge or abilities may be considered.

Additional professional level experience in personnel administration in the areas listed above may be substituted on a year for year basis for the education requirement. Desirable Qualifications: Technical level experience in public personnel administration including job analysis for position classification or test construction as well as courses in psychology, public personnel administration, test construction, and statistics and research methodology are desirable. Written and oral proficiency in a second language.

LICENSE OR CERTIFICATE A valid state of California Class C driver's license and use of a personal vehicle to visit work sites and attend meetings. OTHER Willingness to work evenings, Saturdays, and early mornings as testing requires. Tolerance for stress; ability to work within rules and policy while not necessarily agreeing with them, and ability to work on several tasks with frequent interruptions.

A willingness to attend college-level classes outside of assigned working hours in those areas in which formal training is needed. WORKING CONDITIONS: Physical Demands: Employees in this classification must be physically and mentally able to perform the essential duties of the position without hazard to themselves or others. These include but are not limited to: Sitting, standing, walking for extended periods of time; kneeling, crouching, bending at the waist, climbing stairs, reaching overhead, above the shoulders to retrieve and store files and supplies.

Dexterity of hands and fingers to operate a computer keyboard and other office equipment; use of wrists or hands repetitively, in a twisting motion or while applying pressure; use of both hands simultaneously. Lifting and carrying, pushing and pulling boxes, files, equipment and other office supplies weighing up to twenty-five (25) pounds. Body movement or mobility to visit job sites or to observe work at any location in the district.

Driving vehicle between work sites to conduct work. Seeing well enough to read a variety of documents including fine print, e.g., Education Code. Hearing and speaking well enough to exchange information using a telephone and in person including communicating with large groups of people

Work Environment: Employees in this classification work primarily indoors, in an office environment, in direct contact with the public and other district staff with continuous interruptions and changing priorities. Occasional visits to other locations and district sites are required.
