The Office of Housing provides vital public services through its nationally administered programs. It oversees the Federal Housing Administration (FHA), the largest mortgage insurer in the world, and regulates important parts of the housing industry. The Office of Housing is committed to building and preserving healthy neighborhoods and communities through homeownership, rental housing and healthcare opportunities.
The Office of Single Family Housing is responsible for the overall management of Single Family mortgage insurance programs for the Federal Housing Administration (FHA). The Office assists in the expansion of affordable and quality homeownership opportunities for individuals and families who are traditionally underserved by the private market. The Office also acts as a stabilizing force in the single family home financing market by increasing access to mortgage credit. Policies and programs administered by the Office-from becoming an FHA-approved mortgage lender or other stakeholder, to
mortgage origination through post-closing and endorsement processes, servicing of FHA mortgages, and beyond-assist in the provision of these affordable mortgage programs while meeting the needs of borrowers. These functions are carried out by dedicated staff in our Washington, DC headquarters, four Homeownership Centers in Atlanta, GA, Denver, CO, Philadelphia, PA, and Santa Ana, CA, and through our National Servicing Center in Tulsa, OK.
As a/an Business Analyst, you will:
  • Develop data, queries and specifications and provides reports that facilitate strategies to promote FHA Single Family programs in urban areas with high housing costs, as opportunities present themselves, such as the expected change in requirements regarding raising FHA mortgage limits in these areas, where FHA program participation has declined.
  • Perform research and market analysis of FHA mortgage clients and product users and maintains a marketing and business database.
  • Performs analysis of current and proposed laws and regulations affecting the mortgage banking industry and proposes policy positions to the SFHAM Director.

Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience for the GS-14, you must have one year (full 52 weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position is defined as:
- Extracting and interpreting data using current analytics practices including developing queries accessing sources of data, generating automated reporting, and analyzing large data sets to support decision-making; AND
- Assessing the performance of housing financial markets to identify trends for internal and/or external stakeholders; AND
- Interpreting and advising on housing policy, laws and regulations; AND
- Conducting quantitative and qualitative evaluation of housing programs for improvement of processes and policies.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume.
Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14 you must have been at the GS-13 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
