Position Overview
Praescient Analytics is seeking a hands-on Federal Proposal Manager & Lead Writer to own compliant, compelling, and technically credible federal responses from the formal bid decision through final submission. This is a player-coach role: the successful candidate will manage the proposal process while personally writing and editing substantive proposal content. The role is not limited to scheduling, coordination, or desktop publishing.
The Proposal Manager & Lead Writer will partner with executive leadership, business development, capture, contracts, pricing, recruiting, program personnel, technical subject matter experts, and teaming partners. During concurrent pursuits, this individual will prioritize work with the Federal Pipeline Manager & Proposal Writer, divide proposal ownership, and provide reciprocal editorial review so Praescient can maintain quality across multiple deadlines.

Primary Responsibilities
  • Own assigned federal RFP, RFQ, RFI, sources-sought, task-order, BPA, IDIQ, and GWAC responses from bid decision through submission and lessons learned.
  • Analyze solicitations and amendments, including Sections C, H, L, and M, evaluation criteria, statements of work, performance work statements, attachments, clauses, page limits, and submission instructions.
  • Develop and control compliance matrices, requirements crosswalks, annotated outlines, writing plans, proposal schedules, content assignments, templates, review plans, data calls, and submission checklists.
  • Lead proposal kickoffs, solutioning sessions, daily stand-ups, content recovery meetings, and Pink, Red, Gold, and final-production reviews using APMP/Shipley-aligned practices.
  • Write and integrate technical, management, staffing, transition, quality, corporate-experience, past-performance, key-personnel, and executive-summary content.
  • Interview executives, program managers, solution architects, technical SMEs, recruiters, contracts personnel, and partners to extract solution details, benefits, proof points, metrics, risks, and discriminators.
  • Translate complex solutions involving data engineering, analytics, AI/ML, cloud, DevSecOps, cybersecurity, software development, systems integration, and mission support into clear evaluator-focused narratives.
  • Coordinate and edit inputs from internal authors and teaming partners; identify missing, inconsistent, unsupported, generic, or noncompliant content; and drive corrective actions to closure.
  • Serve as Praescient's senior proposal editor by performing structural, substantive, compliance, style, and final-copy reviews of proposals and sections drafted by the Federal Pipeline Manager & Proposal Writer.
  • Provide independent editorial review across volumes for voice, readability, cross-volume consistency, requirement traceability, claim support, acronym use, tables, graphics concepts, and action captions.
  • Implement a two-review protocol for major submissions: an independent compliance and content review followed by a separate final editorial and production review, ensuring the primary author is not the sole reviewer of submitted content.
  • Use approved generative-AI tools for requirements extraction, compliance checking, outlining, drafting, rewriting, gap analysis, and quality control while independently validating all output.
  • Manage document configuration, version control, page allocation, production, final quality checks, authorization, and on-time electronic submission.
  • Maintain reusable proposal content, approved past-performance references, resumes, capability matrices, templates, lessons learned, and source documentation in Praescient's content repository.
  • Support capture-stage reviews, bid/no-bid assessments, response planning, and opportunity transitions when proposal workload permits.

Required Qualifications
  • At least four (4) years of hands-on federal proposal development experience, including responsibility for managing complete responses and personally writing substantive technical and management content.
  • Current Association of Proposal Management Professionals (APMP) certification at the Foundation level or higher.
  • Demonstrated experience owning federal proposals from kickoff through submission, including compliance, scheduling, writing, reviews, production, and final quality control.
  • Strong knowledge of federal acquisition and source-selection practices and ability to interpret complex solicitation instructions and evaluation criteria.
  • Exceptional writing and editing skills, including the ability to materially improve weak SME content rather than performing grammar-only proofreading.
  • Experience building compliance matrices and annotated outlines and tracing final content directly to solicitation requirements.
  • Ability to manage multiple concurrent deadlines, contributors, partners, and dependencies in a fully remote environment.
  • Advanced, hands-on experience using ChatGPT or comparable enterprise generative-AI tools for solicitation analysis, requirements extraction, compliance mapping, annotated outlines, drafting, rewriting, gap analysis, editing, and quality control, with demonstrated methods for source grounding and output validation.
  • Advanced Microsoft Word skills and strong working knowledge of PowerPoint, Excel, Teams, OneDrive, SharePoint, and Adobe Acrobat.
  • U.S. citizenship required due to federal customer and information-access requirements.
  • Ability to successfully complete company-required employment verification and background screening.

Preferred Qualifications
  • Experience with DoD, Intelligence Community, DHS, DOJ, or other national-security and civilian-agency procurements.
  • Experience leading small-business prime proposals, subcontractor inputs, task-order responses, and major IDIQ or GWAC bids.
  • Experience with oral presentations, demonstrations, proposal graphics concepts, staffing plans, and pricing-volume coordination.
  • Bachelor's degree in English, communications, journalism, business, information technology, engineering, or a related field; equivalent relevant experience will be considered.
  • Active or recently held federal security clearance.
