Job description

Overview
ISHPI is seeking a Engineering Tech SME I (on-site) to support the Command and Control (C2) Afloat Integration Support (C2AIS) for the U.S. Coast Guard Command, Control, Communications, Computers, Cyber and Intelligence Service Center (C5ISC) in Portsmouth, VA.
Responsibilities
  • Contractor must assemble, configure, and interface Pinpoint hardware systems and sub-systems into one complete, centralized automated testing console.
  • Develop and interface existing hardware fixtures for automated testing of new circuit card assemblies at the Portsmouth facility and develop and fabricate new test fixtures for testing development and use. Must be able to fabricate test jigs in conjunction with reverse engineering of COTS equipment when required.
  • Contractor must provide Silver/Gold Disk routines for Coast Guard Owned (CGO) equipment as assigned by C5ISC Portsmouth in accordance with Ref o.
  • Contractor must provide analysis of systems, sub-systems, electronic circuit cards, assemblies, and subassemblies to determine feasibility of cost effectiveness.
  • Contractor must work with C5ISC Product Lines and Shared Services to research, engineer, develop, and perform technical field changes on C5ISC LAB equipment and systems.
  • Contractor must provide test equipment/support equipment inventory including planned maintenance system/calibration requirements.
  • Contractor must assist in administrative support such as procurement requests for signature only by government personnel.
  • Contractor must provide assistance with administrative services to include maintaining the ACCAS technical library.
  • Contractor must assist with property/inventory control management in action with (IAW) Compliance Document ref (a) and (b) and must maintain the property/inventory report.

Qualifications
Education and Experience: Associate degree in engineering technology or completion of USCG or DOD Technical "A" School is required. Minimum eight (8) years of experience in maintenance and installation of DOD or USCG Command, Control, and Communication Systems is required.
Must have professional training in related field.
Specific minimum qualification requirements include.
3.1.1 Proficiency with operating, programming and modification of Automated Test Equipment software utilizing Pinpoint applications in a Windows based environment. Must have an adequate background utilizing Pinpoint Graphic User Interface (GUI) interface associated with developing automated tests.) Must possess a strong working knowledge of the Microsoft SharePoint and CG Portal to include the gene
ration of required pages, processes and gather metrics for directed dashboards and information dissemination. Must be well versed EEPROM capture, decoding and managing file databases associated with programming.
3.1.2 Ability to assemble, configure and interface Pinpoint hardware systems and sub-systems into one complete, centralized automated testing console. Must be competent in developing and interfacing existing hardware for automated testing of circuit card assemblies. Must be competent in developing and fabricating new test fixtures for testing development.
3.1.3 Must be Pinpoint certified or must become certified within six months.
3.1.4 Must have an MTR Technician (MTR) Certification or have held a previous certification and be able to recertify via 2M/MTR inspector. Personnel must recertify every 18 months via 2M/MTR Inspectors.
3.1.5 Must be a certified MTR Gold Disk developer via school at NUWC Det Norfolk and maintain certification requirements.
3.1.6 Must have a Microminiature Electronics Repair Technician (MC) or previously held certification and be able to recertify via 2M/MTR inspector. Personnel must recertify every 18 months via 2M/MTR Inspectors.
Security Clearance: Requires U.S. Citizenship and ability to obtain and maintain a U.S. Coast Guard public trust.

Pay Rate:
The annual base salary range for this position is $74,000 - $77,000. Please note that any salary information disclosed is a general guideline only.
