Job description

E-Logic is seeking a highly qualified Bahrain (BAH) Rebuild Program Manager to oversee the execution of the Bahrain Rebuild Program in support of the Planning, Design, and Construction (PDC) Directorate. The selected candidate will provide leadership and program management for complex planning, design, and construction initiatives, ensuring projects are delivered on schedule, within budget, and in compliance with Government requirements.


Key Responsibilities
  • Lead the multidisciplinary staff supporting the Bahrain reconstruction effort.
  • Support the Resident Officer in Charge of Construction (ROICC) in pre- and post-award management of MILCON, SRM, and special projects.
  • Oversee development of project design packages and RFP technical requirements; manage the branch Resource Allocation Plan (RAP) and workload distribution.
  • Provide engineering consultation and quality assurance for technical submissions.


Required Qualifications
  • Minimum 5 years of technical and practical experience as a degreed Engineer or Architect who has worked on U.S. DoD or similar government-agency projects.
  • Knowledge of planning, design, and construction methods for multidiscipline/trade, vertical and horizontal construction projects.
  • Experience with technical drawings/specifications, statements of work, and contract-document changes; monitoring projects to timely completion on schedule and budget.

Security & eligibility:

  • U.S. citizen with a current, active DoD Secret clearance.
  • Valid driver's license.


Location: Primary work location is NSA Naples (Capodichino), Italy (PSC 817 Box 51, FPO, AE 09622-0051). The position requires frequent Temporary Duty (TDY) travel to NSA Bahrain, Kingdom of Bahrain, including NSA 1, NSA 2, NSA 3, and Isa Air Base. TDY travel may consist of up to ten (10) trips, each lasting approximately ten (10) days, during each performance period. While performing work at NSA Bahrain, employees may be required to work in austere environments due to damaged facilities and must be capable of performing physical activities such as prolonged walking, standing, climbing, crouching, and bending. U.S. Citizenship is required for this position.
