Job description

Job Title: Site Engineering Liaison / Field Engineer Location: Marshalltown Iowa Type: Contract Assignment Duration: 18–24 months (project-based) (Starting August 2026) Role Summary System One is recruiting for Site Engineering Liaison / Field Engineer will provide on-site technical support and oversight for the Owner on a 3x0 F-class simple cycle power generation project in Iowa. This position is a key member of the Owners’ Engineer (OE) team and will serve as the primary engineering interface between the jobsite and the home office engineering leads (mechanical, electrical, I&C, civil/structural, and project controls). The role focuses on construction-phase engineering support, field issue resolution, and quality/technical oversight of the EPC contractor and major equipment suppliers, ensuring that the facility is constructed in accordance with contract requirements, design documents, codes/standards, and the Owner’s expectations for safety, quality, cost, and schedule. Site Engineering Liaison / Field Engineer Responsibilities 1. OE Technical & Construction Support

  • Provide day-to-day on-site engineering support during construction and start-up for a 3x0 F-class simple cycle facility.
  • Review, interpret, and clarify IFC design drawings, data sheets, and vendor documents for field personnel and the Owner.
  • Support OE QA compliance reviews to verify that the EPC contractor’s work meets contractual, code, and industry best practices.
  • Identify potential design or constructability issues early and coordinate resolution with home office engineering leads.
2. Interface with Home Office Engineering
  • Act as the primary technical liaison between the site and the OE home office:
    • Communicate field conditions, nonconformances, RFIs, and changes that require engineering or owner input.
    • Coordinate timely responses to RFIs, NCRs, field change requests, and design deviations with home office discipline leads.
    • Provide feedback from the field to support design updates, and as?built documentation.
  • Participate in regular project coordination calls/meetings with the home office, providing concise updates on technical, quality, and constructability topics.
3. Contractor, OEM, and Stakeholder Coordination
  • Support the Owner and OE Project Manager in technical interactions with the EPC contractor, construction subcontractors, and major equipment OEMs (e.g., gas turbine, generator, balance of plant systems).
  • Attend and contribute to progress, coordination, and technical meetings at site, clearly representing OE/Owner technical interests.
  • Assist in the review and verification of contractor submittals, method statements, test procedures, and commissioning plans from a technical perspective.
4. Construction Monitoring & Quality Oversight
  • Provide on-site technical observation of construction and installation activities, focusing on compliance with design documents, manufacturer requirements, and applicable codes/standards.
  • Support OE and Owner quality surveillance activities; review inspection/test results, punchlists, and corrective actions from an engineering standpoint.
  • Help verify that mechanical, electrical, civil/structural, and I&C installations are suitable for safe and reliable operation.
5. Field Engineering, Issues, and Changes
  • Perform field engineering assessments to support problem solving and resolution of unexpected site conditions or design conflicts.
  • Work with home office leads to develop and document technically sound solutions to field issues (e.g., design clarifications, minor redesigns, field adjustments).
  • Support OE review of change orders and claims from a technical perspective, including scope, basis, and potential impacts.
6. Commissioning & Start-Up Support
  • Provide engineering support during system turnover
  • Assist in the review and evaluation of pre-functional checks, functional tests, performance tests, and reliability runs to confirm alignment with contract and design requirements.
  • Help track and resolve punchlist and start-up issues requiring engineering input.
7. Safety, Environmental, and Compliance
  • Promote and support site safety culture, working in alignment with Owner, EPC, and OE safety programs and procedures.
  • Help confirm that work complies with environmental, permitting, and regulatory requirements, escalating potential issues to the OE and Owner as appropriate.
Site Engineering Liaison / Field Engineer Required Qualifications
  • Gas turbine construction-phase experience on power generation
  • Strong working knowledge of power plant systems and construction practices
  • Demonstrated experience interfacing with contractors, OEMs, and multi-discipline engineering teams on complex projects.
  • Ability to read and interpret engineering drawings and specifications.
  • Proven capability to identify technical issues, evaluate options, and recommend practical, constructible solutions in a field environment.
  • Strong communication skills (verbal and written) to effectively engage with site personnel, Owner staff, and home office engineering teams.
  • Ability and willingness to work full-time at the project site in Iowa for the duration of the assignment (18–24 months), including participation in extended work hours when required by project needs.
Site Engineering Liaison / Field Engineer Preferred Qualifications
  • Bachelor’s degree in Engineering (mechanical or electrical)
  • Previous experience in an Owners’ Engineer, Owner’s representative, or independent engineer role on power generation projects.
