Purpose and Scope: 

eSimplicity is seeking a Database Engineer V to support the CMS National Data Warehouse (NDW), a data warehouse foundation used for operational and management reporting, trend analysis, forecasting, metadata management, and business intelligence reporting. This role designs, develops, documents, and maintains data processing systems, data models, database structures, and source-to-target transformation logic that support timely, accurate, and consistent reporting across the program. 

The Database Engineer V partners with technical teams and program stakeholders across the software and systems development lifecycle to analyze complex requirements, evaluate source-system changes, uphold data architecture standards, and recommend scalable database and data warehouse solutions. 


Responsibilities: 

  • Gather information from existing systems and analyze program, business, and timing requirements for complex data warehouse initiatives. 
  • Provide technical guidance on complex database, data warehouse, and systems analysis challenges. 
  • Develop detailed specifications, design logic, pseudo code, and documentation that support design, development, testing, and implementation activities. 
  • Conduct gap and impact analyses for source-system changes, requirement updates, and data transformation logic. 
  • Lead data analysis and database design efforts, including logical and physical data models for relational and dimensional data structures. 
  • Develop and maintain source-to-target mapping documentation, transformation rules, business intelligence object definitions, and data quality rules. 
  • Analyze complex ETL mappings and AWS Glue data flows from source systems to the data warehouse. 
  • Manage and maintain metadata across ERwin, Oracle, Amazon Redshift, AWS Glue, and MicroStrategy environments, as applicable. 
  • Create, update, and maintain DDL scripts and database structures supporting Oracle and Amazon Redshift environments. 
  • Write complex SQL queries to analyze large, complex datasets across multiple formats and sources. 
  • Tune database performance and recommend improvements to enhance data handling, conversion, input/output, storage, and reporting effectiveness. 
  • Evaluate multi-data-mart integration opportunities and challenges, recommend solutions, and communicate technical tradeoffs clearly. 
  • Conduct quality assurance activities, including peer reviews, code reviews, design reviews, and validation of proposed testing approaches. 
  • Partner with technical teams to resolve issues, validate programming requirements, and support on-schedule delivery of milestones and deliverables. 
  • Develop, document, and maintain data architecture standards, technical specifications, operating instructions, and related SDLC documentation. 
  • Protect CMS, Buyer, and program information in accordance with applicable security, privacy, and confidentiality requirements. 

Requirements

  Required Skills: 

  • Complex SQL query development and analysis of large, multi-format datasets. 
  • Logical and physical data modeling, including relational and dimensional models. 
  • Database design, DDL scripting, and database structure updates in Oracle and/or Amazon Redshift environments. 
  • Data warehouse architecture, source-to-target mapping, transformation logic, and metadata management. 
  • AWS Glue ETL flow analysis and understanding of data movement from source systems to the data warehouse. 
  • ERwin or comparable data modeling tools; ERwin Mapping Manager or comparable source-to-target mapping tools preferred. 
  • MicroStrategy 2019 or higher, business intelligence objects, reporting metadata, dashboards, or related BI environments. 
  • Database performance tuning, data quality rule development, and data architecture documentation. 
  • SDLC processes, technical documentation, requirements analysis, peer/code reviews, and quality assurance practices. 
  • Strong analytical, problem-solving, organizational, interpersonal, oral, and written communication skills. 

Required Qualifications: 

  • Bachelor's degree in Computer Science, Information Systems, Engineering, or related field. Four years of additional relevant experience may be substituted for the degree. 
  • 10+ years of overall professional experience in database engineering, database design, data warehousing, systems analysis, data architecture, or related technical delivery. 
  • Minimum of 7 years of systems analysis experience in a data warehouse environment using tools such as Microsoft Word, Excel, PowerPoint, and Project. 
  • Minimum of 3 years of recent hands-on experience architecting data warehouse solutions.
  • Experience writing complex SQL queries, supporting data warehouse environments, and designing logical and physical data models. 
  • Experience creating or updating DDL scripts and supporting database structures in Oracle and/or Amazon Redshift environments. 
  • Working knowledge of SDLC processes, technical documentation, source-to-target mapping, requirements analysis, and data quality practices. 
  • Ability to work independently and collaboratively with technical teams in a dynamic environment while managing multiple priorities. 
  • Ability to obtain and maintain favorable Federal suitability/Public Trust adjudication as required for the program. 
  • This position requires access to information subject to U.S. government regulations. Only U.S. citizens or lawful permanent residents may be considered due to government contract requirements. 

Desired Qualifications: 

  • Experience implementing data warehouse solutions using AWS Glue, MicroStrategy 2019 or higher, Oracle 10g or higher, Amazon Redshift, SQL commands/functions/procedures, and data modeling tools such as ERwin. 
  • Experience with source-to-target mapping tools such as ERwin Mapping Manager or comparable tools. 
  • Experience supporting CMS, HHS, Federal healthcare, contact center analytics, beneficiary services, or similar mission-driven data programs. 
  • Experience supporting metadata repositories, BI reporting environments, dashboards, report reference guides, or end-user reporting enablement. 
  • Familiarity with Federal information security, privacy, FISMA, FedRAMP, or Public Trust environments. 

Working Environment: This is a remote position supporting Eastern Time business hours. Employees are expected to work 9:00 AM-5:00 PM ET unless otherwise directed by their manager. Occasional travel for training or project meetings may be required and is estimated at less than 5% annually.
