Position Summary:

Under the supervision of the Community Development Director, is responsible for the planning and design of Tribal municipal public works development projects. This position will complete professional community engineering activities, performs engineering work in the design, inspection and construction of tribal projects and performs project related duties as assigned.

Essential Duties and Responsibilities:

  • Assists with establishing operating policies and procedures, goals and objectives, and analyzes and recommends changes through reports and conferences with department head personnel.
  • Confers with directors of Waste Treatment, Water, and Streets to devise and recommend coordination of construction and maintenance projects for residential, commercial, industrial and community benefit.
  • Directs, supervises, and may participate in the survey work, proper preparation of design drawings, specifications, inspection, estimated costs and contractors, architects and engineers to integrate and coordinate proposed construction planning, organize work programs, and resolve disputes.
  • Meets with members and member groups, local, state and federal officials and consultants to explain and provide engineering information relating to construction and maintenance projects. Investigates formal complaints and determines appropriate action to be taken.
  • Submits progress reports to the Community Development Director on construction projects, development of long and short range work programs, and special assessment programs as well as coordinated finalized division reports.
  • Examines proposed land use and new construction/remodeling plans for conformity to Tribal ordinances prior to issuing permits.
  • Oversees the accurate maintenance and updating of data, files, records, and address files.
  • Provide excellent customer service for all internal and external customers of the operations at all times. Provide solutions for customer concerns and continually focus on customer service as our top priority.
  • Must maintain strict confidentiality and present a positive, professional demeanor and image at all times.

Contacts/Purpose of Contacts:

  • Interacts with Tribal Council and administrative staff.
  • Works with other engineers, architects and consultants.
  • Works with the general public and local officials.

Minimum Qualifications:

  • Bachelor’s degree in civil engineering, public administration, or related field; and at least three years of progressively responsible experience in public works administration and/or municipal engineering.
  • An equivalent combination of education and directly related experience may be considered.
  • Experience with periodic inspection of work progress, review process, and prepares reports as necessary.
  • Experience with SCIT codes and ordinances such as the zoning ordinance and building code.
  • Must be able to pass background check to meet the employment eligibility requirements as they pertain to the position.

Desired Qualifications:

  • Professional Engineer in Michigan or ability to become registered.

License, Certification, or Special Requirements:

  • Valid Michigan Operator’s License and a safe driving record.
  • Native American preference shall apply to all positions.

Knowledge, Skills, and Abilities:

  • Knowledge of AutoCAD and GIS system a plus.
  • Ability to effectively plan organizes, and direct employees toward desired results.
  • Ability in effective public speaking, writing, and presentation.
  • Ability to establish and maintain positive working relationships with the public and other employees.

  • Normal visual acuity, ability to talk and hear.
  • Occasionally lift and/or move up to 20 pounds.
