Executive Vice President (EVP) of Operations - Dallas Market

Delaware Valley Paving - Dallas, TX

Position Summary

Delaware Valley Paving is expanding into the Dallas, Texas market and is seeking a high-impact Executive Vice President (EVP) of Operations to lead and build this new branch from the ground up.

This role carries full responsibility for establishing, growing, and managing all paving operations in the Dallas region, including operations, estimating, and sales. The EVP will act as the senior leader in the marketβ€”responsible for driving revenue, building a strong client base, developing a high-performing team, and ensuring operational excellence.

This is a unique opportunity for an entrepreneurial leader to establish Delaware Valley Paving’s presence in a new region and directly shape its long-term success.

Key ResponsibilitiesMarket Leadership & Expansion
  • Lead the launch and growth of Delaware Valley Paving’s Dallas market
  • Develop and execute a strategic plan to establish market presence and drive revenue growth
  • Identify and penetrate key commercial, municipal, and private sector opportunities
  • Build brand recognition and establish Delaware Valley Paving as a trusted regional contractor
  • Leverage existing relationships and develop new partnerships to accelerate growth
Operational Leadership
  • Oversee all paving and construction operations within the Dallas region
  • Build field teams including Superintendents, Foremen, Operators, and Laborers
  • Ensure projects are completed safely, on time, within budget, and to company standards
  • Drive production efficiency, job costing accuracy, and margin performance
  • Implement Delaware Valley Paving’s operational systems, processes, and best practices
  • Lead all estimating efforts including bid strategy, pricing, and proposal development
  • Review and approve bids to ensure competitiveness and profitability
  • Establish local subcontractor and supplier relationships
  • Ensure accurate takeoffs, cost projections, and risk assessment
  • Partner with operations to ensure seamless project execution post-award
Sales & Business Development
  • Drive all business development and sales initiatives in the Dallas market
  • Build and maintain relationships with developers, general contractors, property managers, and municipalities
  • Develop a strong and consistent sales pipeline
  • Collaborate with company leadership to align regional growth with overall company goals
  • Represent Delaware Valley Paving at industry events, networking opportunities, and client meetings
  • Maintain full ownership of the Dallas branch P&L
  • Develop and manage budgets, forecasts, and financial performance metrics
  • Monitor job cost reports, revenue recognition, and overall profitability
  • Implement strategies to improve margins and control costs
  • Recruit, hire, and develop a high-performing team across operations, estimating, and sales
  • Establish a culture of accountability, ownership, and performance
  • Mentor team members and create clear career development paths
  • Ensure alignment with Delaware Valley Paving’s core values and standards
Qualifications
  • 10+ years of experience in paving, construction, or related industry
  • Proven success launching or growing operations in a new or developing market (highly preferred)
  • Strong knowledge of asphalt paving, concrete, and sitework operations
  • Experience leading operations, estimating, and/or sales teams
  • Demonstrated ability to manage full P&L responsibility
  • Established relationships within the Dallas/Texas construction market (preferred)
  • Strong business development and client-facing skills
  • Entrepreneurial mindset with a "build-from-scratch" mentality
  • Strategic leadership with hands-on execution
  • Strong financial and operational acumen
  • Ability to scale teams and processes in a growth environment
  • Relationship-driven with strong local market awareness
