SYSTEMS ENGINEER

As an Enterprise Performance Management Systems Engineer, you will help ensure today's operations remain secure while enabling a smarter tomorrow. We are seeking a highly motivated Enterprise Performance Engineer and NetScout Administrator to support the ETMNG program at the Pentagon. This position is responsible for administering, expanding, optimizing, and operating the NetScout performance monitoring platform across multiple security domains.The successful candidate will act as a trusted advisor to operations teams and government stakeholders by converting network performance data into actionable insights. Key responsibilities include dashboard development, service performance monitoring, KPI definition, executive reporting, troubleshooting complex performance issues, and supporting the continued deployment of enterprise observability capabilities.This role requires close collaboration with Network Operations, Service Management, Cybersecurity, and Government leadership to enhance visibility into network health, application performance, user experience, and missioncritical services. Strong technical expertise and the ability to communicate clearly with nontechnical audiences are essential.HOW AN EMS ENGINEER WILL MAKE AN IMPACT
  • Administer, maintain, and optimize NetScout nGeniusONE, nGeniusPULSE, InfiniStream, and associated performance monitoring infrastructure.
  • Provide day-to-day administration of Red Hat-based Linux distributions (CentOS, RHEL, Oracle Linux). Troubleshoot system-level issues, analyze OS logs, and monitor disk space, CPU, and memory utilization.
  • Utilize Bash/Shell scripting to automate routine administrative tasks and system backups.
  • Plan and execute server migrations and operating system upgrades. Assist in transitioning legacy enterprise systems from CentOS 7 to Oracle Linux 9 while ensuring minimal downtime.
  • Perform pre-migration compatibility assessments on existing configurations, libraries, and application dependencies.
  • Validate post-migration system integrity, user permissions, and service functionalities.
  • Support deployment and expansion of enterprise monitoring capabilities across multiple network enclaves.
  • Configure service monitors, service dashboards, alerting thresholds, and reporting capabilities.
  • Ensure platform availability, data integrity, and monitor coverage of critical enterprise services.
  • Develop operational dashboards and service health views supporting enterprise network operations.
  • Establish and maintain Key Performance Indicators (KPIs), service level metrics, and performance baselines.
  • Analyze network traffic patterns, latency, packet loss, retransmissions, application response times, and user experience metrics.
  • Identify trends and proactively recommend improvements to increase service reliability and operational effectiveness.
  • Produce daily, weekly, and monthly service performance reports for Government leadership.
  • Translate complex technical findings into concise operational impacts, risks, and recommendations.
  • Participate in customer briefings and performance review meetings.
  • Own and continuously improve recurring operational performance briefings, including dashboard interpretation, trend narratives, and mission impact summaries.
  • Utilize NetScout packet level and service level data to investigate performance degradations and service disruptions.
  • Collaborate with Network Operations, Systems Administration, Cybersecurity, and Service Desk teams during incident response activities.
  • Provide data driven recommendations for problem resolution and service restoration.
  • Correlate NetScout findings with ServiceNow incidents, problems, and changes to improve event context, escalation quality, and service restoration outcomes.

WHAT YOU'LL NEED TO SUCCEED (Required)Education: Bachelor's Degree. An additional 4 years of experience may be substituted in lieu of degree.Clearance: Minimum of an active Secret security clearance.Certification(s): Active Security+ CE (or higher) at time of hire. Candidates should possess one or more networking, observability, monitoring, or service management certifications such as CCNA, CCNP, JNCIA, JNCIS, ITIL Foundation, Splunk, Dynatrace, ThousandEyes, SolarWinds, or equivalent industry certification.Experience: 5+ years of experience supporting enterprise monitoring, network operations, observability platforms, performance engineering, or enterprise network environments.Technical Requirements:
  • Experience administering NetScout nGeniusONE and InfiniStream solutions is highly desired but not required.
  • Experience supporting enterprise observability, application performance monitoring, or network monitoring platforms will be considered.
  • Strong background in network performance monitoring, enterprise observability, service assurance, or operational analytics.
  • Enterprise with Monitoring & Observability Platforms, Networking Technologies, Performance Analysis, Reporting & Visualization, and Automation & Integration.
  • Candidates should possess experience with one or more of the following:
  • Experience with Enterprise Monitoring & Observability Platforms such as NetScout nGeniusONE, NetScout InfiniStream, InfoVista, Splunk, ThousandEyes, Dynatrace, AppDynamics, or SolarWinds.
  • Performance Analysis experience utilizing Network latency analysis, Application performance monitoring, Traffic flow analysis, Capacity planning, Service performance baselining, and Trend analysis.
  • Experience with Reporting & Visualization tools such as Power BI, Tableau, Excel Analytics.

The likely salary range for this position is $110,500 - $149,500. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
