Job description

Job Summary
CLOSING DATE: June 2, 2026, or until filled. Job postings are removed from the RCUH Job Openings site once the recruitment process has ended.
Regular, Full-Time, RCUH Non-Civil Service position with the Department of Health (DOH), Adult Mental Health Division (AMHD), located in Honolulu, Hawai'i. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.
MONTHLY SALARY RANGE: $5,000 - $6,500/Mon.
DUTIES: Trains end user staff in all aspects of computer use with particular focus on documentation of services in the electronic health record (EHR). Participates in workflow development and testing of new and updated workflows. Works closely with supervisor and IT/data teams to develop training content and have a thorough understanding of the workflows. Works with departments and staff to proactively improve efficiency and increase functionality within the system. Documents attendance and test results at training sessions. Participates with subject matter experts in preparation of and revision of training materials. Provides feedback to administration on training. Attends EHR vendor trainings as delegated. Works with EHR vendor as needed. Assists electronic health record staff to support transition from paper to EHR, included but not limited to participating in UAT testing to provide enhanced user training. Works closely with project staff and healthcare professionals to input new data, update existing patient/client records and other information, as needed, during EHR transition.
PRIMARY QUALIFICATIONS:
EDUCATION: Bachelor's Degree from an accredited four (4) year college or university.
EXPERIENCE: One to three (1-3) years of experience training staff in use of electronic health system(s), electronic data entry, or information technology. One to three (1-3) years of experience assisting troubleshoot end user technical issues. Experience working with Microsoft Office. One to three (1-3) years of experience with performing general computer software and hardware maintenance.
KNOWLEDGE: Knowledgeable about HIPAA, medical records documentation requirements, and Microsoft Power BI.
ABILITIES & SKILLS: Ability to communicate effectively, detail oriented. Ability to use Microsoft Office. Ability to communicate with users across various disciplines and levels within the organization. Ability to handle multiple deadlines and project demands. Post Offer/Employment Condition: Must be able to pass a post offer criminal background check. Must be able to complete the Department of Health's HIPAA/PHI privacy and security awareness trainings immediately after hire or not later than employee's initial exposure to HIPAA/PHI, and re-certify every twelve (12) months. Must be able to complete the UH Information Security Awareness Training (ISAT) within two (2) weeks from date of hire, and re-certify every twelve (12) months.
POLICY/REGULATORY REQUIREMENT: As a condition of employment, employee will be subject to all applicable RCUH policies, procedures, and trainings and, as applicable, subject to the Department of Health's HIPAA/PHI privacy and security policy. Violation of the RCUH's, the UH's, or the Department of Health's policies and/or procedures or applicable State or Federal laws and/or regulations may lead to disciplinary action (including, but not limited to possible termination of employment, personal fines, civil and/or criminal penalties, etc.). Must complete the Department of Health's HIPAA/PHI privacy and security awareness trainings immediately after hire or not later than employee's initial exposure to HIPAA/PHI. Must maintain a current status on the Department of Health's training requirements.
SECONDARY QUALIFICATIONS:
Experience with Netsmart's Avatar electronic health record system is also highly desirable.
