Work Location: F.E. Warren AFB (Cheyenne, WY)
Salary: Based on experience and will be discussed with manager in interview
REQUIREMENT- Must be a US Citizen and must pass a federal background review and drug screen
Position Summary:
The Building Commissioning Engineer will provide commissioning, building envelope, and quality assurance support for large federal construction projects at F.E. Warren Air Force Base. This position is available as either a short-term or long-term assignment based on project requirements and candidate availability. The selected candidate will work closely with government personnel, design teams, contractors, and project stakeholders to ensure building systems and envelope components are designed, installed, tested, and operated in accordance with contract requirements and project objectives.
Duties/Responsibilities:
  • Perform commissioning and quality assurance services on multiple federal construction projects simultaneously.
  • Review contract documents, drawings, specifications, submittals, and design packages for commissioning and constructability requirements.
  • Develop and implement commissioning plans, checklists, and testing procedures.
  • Conduct site observations and inspections to verify compliance with contract requirements, industry standards, and commissioning objectives.
  • Monitor and document commissioning activities throughout design, construction, testing, and occupancy phases.
  • Coordinate and witness functional performance testing of building systems, including HVAC, building automation systems (BAS), electrical systems, plumbing systems, fire protection systems, and life-safety systems.
  • Review and evaluate contractor startup procedures, testing documentation, and operations and maintenance manuals.
  • Identify deficiencies, track corrective actions, and verify resolution prior to project acceptance.
  • Perform building envelope commissioning activities, including reviews and inspections of roofing systems, air barriers, vapor barriers, waterproofing systems, windows, curtain walls, and exterior wall assemblies.
  • Evaluate building envelope performance related to air infiltration, moisture control, thermal performance, and weather resistance.
  • Participate in pre-construction meetings, commissioning meetings, progress meetings, and project turnover activities.
  • Provide detailed field reports and commissioning documentation to government personnel.
  • Analyze construction and commissioning issues and provide recommendations regarding compliance with contract requirements.
  • Support project closeout activities, system training verification, and turnover documentation reviews.
  • Coordinate with government project managers, construction representatives, architects, engineers, contractors, and facility personnel.

Education/Experience:
  • Bachelor's degree in Engineering, Architecture, Building Sciences, Construction Management, or a related technical field.
  • Minimum of 10 years' experience in building commissioning, construction management, etc on large complex multimillion dollar federal construction projects, preferably USACE or Department of Defense
  • Professional Engineer (PE), Certified Commissioning Professional (CCP), Certified Commissioning Authority (CxA), BCxP, BECxP, LEED AP, or similar certification preferred.
  • Knowledge of commissioning and testing building systems, including HVAC, BAS/controls, electrical, plumbing, fire protection, and building envelope systems.
  • Experience using RMS 3.0 or similar construction management software is preferred.
  • Strong communication, analytical, and technical reporting skills with the ability to review construction drawings, specifications, and contract documents.
