Job description

DUTIES AND RESPONSIBILITIES
The following represents the majority of the duties performed by the position but is not meant to be all inclusive nor prevent other duties from being assigned when necessary.
1. Complies with DOT and OSHA health, safety and environmental requirements and follows safety philosophy and procedures developed by the Company including: applicable environmental, health and safety rules, procedures, and accepted safe work practices, the use of appropriate personal protective equipment and safety systems; and the reporting of workplace hazards and injury or illness arising from workplace activities, and observes the workplace to identify conditions or behaviors that should be corrected and takes appropriate action.
2. Implements and supervises the creation of engineering designs and drawings, prepares specifications for electrical power systems (related to power substations, bus ducts, switchgears, capacitor banks, high voltage distribution systems, power generation equipment, power transfer switching equipment and motor control centers) and for components related to electrical power systems used in the construction of new pipeline facilities or the maintenance or upgrade of existing facilities.
3. Manages electrical power system installation and maintenance projects from initiation through closure including, but not limited to, the preparation of project scope of work and cost estimates, preparing Authorization For Expenditures (AFE) for projects, developing project schedules and bid packets, purchasing materials, coordinating the installation and inspection activities, reporting project status updates, monitoring budgets and timelines, managing change controls,
managing start-up, preparing as-built data, implementing personnel training, and completing post project reviews.
4. Provides field supervision or arranges for field supervision of contractors who are installing new equipment; making modifications to existing electrical power equipment; or performing maintenance to electrical power systems to achieve product deliverables.
5. Oversees the process of updating existing protective relays settings or programming used in electrical power systems and maintaining a record of these relay settings or programming.
6. Provides technical advice to company personnel on the operation, testing, and maintenance including malfunctions and failures of electrical power systems and prepares and updates safety and operation procedures for electrical power systems.
7. Manages the development of process mapping and updating existing process maps and prepares operations and safety procedures based upon the process maps related to electrical power systems.
8. Prepares recommendations for annual expense and capital budgets, provides input into the Reliability departmental budget and assists in the preparation of project write-ups with estimated costs and schedule in support of these recommendations to be submitted to management.
Education and Experience
• A Bachelor of Science degree in Electrical Engineering and a minimum of three (3) years' experience in the implementation of electrical and power component designs for new construction and maintenance projects within the pipeline industry is required. Specialized education, which provides additional knowledge in the design and operation of high voltage power systems and medium voltage induction motors; Thermography Level I and Maintenance Manager (CMM) certification is preferred.
Knowledge, Skills and Abilities
• Ability to actively engage in safe behavior and understand and follow the principles and methods related to pipeline and workplace safety as established by the Company.
• Knowledge of emergency and safety procedures, policies procedures, equipment operating parameters, and all applicable DOT, EPA, FERC, DHS and OSHA requirements.
• Knowledge of principles and methods for planning, monitoring, tracking, and managing the people, time, budget, and quality of work on project(s).
• Knowledge of high and medium voltage electrical systems.
• Ability to utilize computer hardware and software (such as SKM Power System and Relay Software - GE Multilin and Schweitzer Engineering Laboratories) to manage, record, and evaluate company information.
• Integrate designs into project plans and administer maintenance and construction contracts during the implementation of electrical and power component designs.
• Proficiency in the use of Microsoft Office products including Visio, Word, Excel, PowerPoint, Project Manager, and Access.
• Skill in manual dexterity to operate multimeters, vibration detectors, oscilloscopes, high potential testers, and Megger resistance testers.
• Ability to design and analyze high voltage power systems and develop resolution of problems relating to the use of the Company's power systems.
• Ability to accurately scope out length and difficulty of tasks and projects; set objectives and goals; break down work into the process steps; develop schedules and tasks people assignments; anticipates and adjusts for problems and roadblocks; measure performance against goals; evaluate results.
• Ability to establish relationships and networks across a broad range of people and groups to foster the insight necessary for providing strategic services which integrate with the business/organizational capabilities and successes.
• Knowledge of effective teamwork and collaboration tools and practices.
• Knowledge and proficiency in reading and interpreting electrical schematics and wiring diagrams.
• Knowledge in applying applicable codes governing electrical system operation, upgrades, new installations, and repairs including but not limited to: API 541, API 841, NEMA, and NFPA.
• Ability to plan, organize, and coordinate the work of others.
• Well-developed verbal communication skills for the negotiation of contracts with vendors and the resolution of problems with field personnel and equipment suppliers.
• Well-developed written communication skills to prepare analytical reports and analysis for technical consumption by field personnel and external parties.
• Ability to effectively work and cooperate with supervisors, co-workers and vendors.
• Ability to follow corporate policies and the directions of supervisors.
• Ability to refrain from causing or contributing to the disruption of the workplace.
• Completion of a Reliability Certified Maintenance Manager (CMM) course and certification within one-year of hire.
• Completion of FLIR Thermography Level 1 certification is desired.
• Completion of PdMA training on the use of applicable software and equipment is highly desired.
