Job description

POSITION SUMMARY
The Neighborhood Council Election Assistant works to support EmpowerLA with awareness and engagement of the Neighborhood Council System and the Neighborhood Council elections through content development, community asset mapping, and event participation. The ideal candidate for this role will come with a passion for civic and community engagement and be motivated to work with individuals and communities from diverse backgrounds.
KEY RESPONSIBILITIES
  • In partnership with the Public Information Officer, develop graphics, copy, and other assets for print, social media, email and newsletter, website, presentations, and other platforms to support Neighborhood Council elections.
  • Identify and map key locations of neighborhood activity and places of high foot traffic for elections activities
  • Maintain Neighborhood Council outreach database (people, organizations, community spaces, resources, metrics) to support Neighborhood Council elections outreach
  • Provide administrative support as needed for Field and Administrative Services staff, including attending community events, workshops, and other engagement activities to support Neighborhood Council elections outreach efforts
  • Other duties as assigned under the supervision of the Director of Awareness and Engagement

REQUIRED SKILLS & COMPETENCIES
  • Proficiency using graphic design tools to develop engaging print and digital content (Canva, Adobe Illustrator, Adobe Photoshop, etc)
  • Familiarity with Google Suite and social media platforms and trends, including Instagram, Facebook, X, Bluesky, and Nextdoor.
  • Self-starter with strong critical thinking, interpersonal, verbal and written communication, time management, and problem-solving skills.

PREFERRED SKILLS & COMPETENCIES
  • Understanding of digital and email marketing platforms (Constant Contact, Mailchimp, NationBuilder, NGP VAN, PDI, etc).
  • Working knowledge of the Neighborhood Council system and Los Angeles city government.
  • Paid or volunteer experience in campaigns, community engagement, and/or grassroots organizing.
  • Valid CA driver's license and access to a car, reliable personal transportation, or the ability to travel to community events around Los Angeles.

HOURS:
Election Assistants are employed on an as-needed basis. Working hours will be scheduled to meet EmpowerLA goals, which may include evenings and weekends as assigned. Election Assistants will be limited to a maximum of 1,040 hours per service year. A service year begins on the start date of employment and on each anniversary date thereafter. There is a minimum of ten (10) work hours a week with a maximum of 39 hours per week. Work schedules are flexible, and scheduling will be coordinated with the selected candidate(s) based on operational needs and availability.
LOCATION:
Selected candidates may work from EmpowerLA's Downtown Los Angeles (200 N. Spring St.) or Van Nuys (13310 Sylvan St.) offices. This position also offers the opportunity for a hybrid work schedule, including remote work, based on operational needs and assigned duties. Candidates may be required to attend in-person meetings, events, and other City of Los Angeles activities, as needed.

This is an exempt, as-needed at-will position. The individual appointed to this position will not accrue any Civil Service tenure, contractual employment rights, or due process rights. The incumbent may be removed, without any finding of cause, by the hiring authority.

General Information About Exempt Employment
Exempt employees serve at the will of the appointing authority, and as such, they may be discharged, suspended or otherwise disciplined without cause. Exempt employees have no property interest in their employment, and any procedural benefit or other prerogative extended to them by their appointing authority is not intended to create and does not create any such property interest. No officer or employee of the City may make to any other officer or employee any representation of a property interest in employment which does not correspond to Charter provisions unless the City Council, by ordinance, permits such representation. No unauthorized representation can serve as the basis of an employee's reliance on, or expectation of, a property interest.
Employees Seeking To Become Civil Service Employees
There is no protective leave for an exempt employee appointed to a civil service position. Upon receiving a civil service appointment and passing probation, the former exempt employee will be subject to the Civil Service provisions described in Article X of the City Charter. Upon appointment, the civil service employee will begin to accrue displacement and layoff seniority on the first day of his/her civil service appointment and may file for promotional examinations for which s/he qualifies. A full or half-time exempt employee appointed to a full or half-time civil service position continues to: contribute to the Retirement System; accrue vacation time; accrue sick time; receive anniversary date salary increases; and, receive health and dental benefits identical to those received in the civil service position.
