Program/Division Description

The Children, Youth, Family, and Transitional Age Youth Services Division (CYFTAY) offers multidisciplinary programsโ€”including Early Childhood Education, Early Intervention/Inclusion, Family Support, Mental Health Services, Health, Nutrition, Wellness, and Parenting Educationโ€”to low-income and underserved infants, toddlers, and preschool children, transitional age youth, and families. Launched in 2023, the Early Care and Education, Realizing Employment and Creating Hope (ECE REACH) initiative delivers vital workforce development services to both new recruits and established members of Feltonโ€™s ECE workforce. ECE REACHโ€™s Tier 1 pre-apprenticeship offers an evidence-based, fast-track pathway for first-generation, non-traditional college students, immigrant Latinas, and other marginalized adults and transitional-aged youth, while Tier 2 (Teacher) and Tier 3 (Lead Teacher) apprenticeships provide ongoing educational support for incumbent staff pursuing BA degrees while maintaining full-time employment. By addressing the critical lack of professional and educational resources for underrepresented communities, ECE REACH strives to foster upward mobility within the ECE field.

Job Description

In partnership with and under the general guidance of the Workforce Development & Success Director, the ECE Workforce Development & Success Coordinator (WDSC) provides academic support, work-based learning, and program coordination for two populations: Feltonโ€™s incumbent workforce and those new to the workforce, who will primarily be clients and families in ECE community-based organizations. The WDSC works in close partnership with the ECE Workforce Development & Career Coach, the Training & Development Coach, and the Workforce Development & Success Supervisor, who provide specialized career coaching, training facilitation, and day-to-day case escalation support, respectively. The WDSC plays a crucial role in supporting the professional growth and success of apprentices, working closely with program apprentices, educational institutions, and community partners to ensure apprentices receive the necessary training, support, and resources to excel in their roles and advance their careers in the ECE sector. The successful candidate will be a passionate, experienced professional who can design, implement, and evaluate effective workforce development programs, contributing to building a highly skilled and qualified ECE workforce that provides quality care and education to young children. Through collaboration, training coordination, and partnership development, the WDSC supports the ongoing professionalization and advancement of the ECE field.

Specific Responsibilities

New to Workforce (Tier 1) and Incumbent Workforce (Tier 2 & 3):

Partnership with IHE and Community-Based Organizations:

ยทย ย ย ย ย ย ย  Collaborate with the IHE and community-based organizations to build strong partnerships and access additional resources for workforce development & success initiatives.

Student Outreach, Recruitment and Informational Sessions:

ยทย ย ย ย ย ย ย  Coordinate logistics, outreach, and promotion of informational sessions and workshops related to career and postsecondary resources.

ยทย ย ย ย ย ย ย  Lead the outreach, recruitment efforts for the ECE REACH Tier 1 pre-apprenticeship and Tier 2 and 3 apprenticeship programs.

ยทย ย ย ย ย ย ย  Connect students with available resources at Felton, within the community, and through our institution of higher education (IHE) partners.

ยทย ย ย ย ย ย ย  Coordinate program logistics, including scheduling, venue selection, and participant registration.

ยทย ย ย ย ย ย ย  Establish relationships with training providers, consultants, and experts in the field.

ยทย ย ย ย ย ย ย  Seek funding opportunities and grants to support workforce development initiatives.

Enrollment, Registration and Orientation:

ยทย ย ย ย ย ย ย  Take charge of student recruitment and enrollment, ensuring thorough understanding and promotion of program eligibility within Felton and the broader community.

ยทย ย ย ย ย ย ย  Support and actively participate in outreach events and activities to increase enrollment rates.

ยทย ย ย ย ย ย ย  Collaborate with the IHE to facilitate seamless student enrollment, registration, and orientation processes.

Student Needs Assessment:

ยทย ย ย ย ย ย ย  Conduct surveys, interviews, and research to assess the needs and challenges of apprentices.

ยทย ย ย ย ย ย ย  Complete an Individualized Development Plan (IDP) for each participant, deliver training programs, coordinate mentee/mentor assignments, and oversee participant progress and integration into on-the-job placements.

ยทย ย ย ย ย ย ย  Identify skill gaps and areas for professional growth and development.

ยทย ย ย ย ย ย ย  Evaluate student requirements, including equipment, books, and connectivity, to ensure adequate support for academic success.

ยทย ย ย ย ย ย ย  Collaborate with the Workforce Development & Success Director and/or Supervisor to assess and address training needs and challenges faced by apprentices.

Academic Support Coordination:

ยทย ย ย ย ย ย ย  Collaborate with partners to organize academic support sessions, as needed, including on-site tutoring tailored to individual student needs.

ยทย ย ย ย ย ย ย  Coordinate self-centered/small group instruction sessions, as needed, to enhance basic skills and literacy in Reading, Writing, and Math, aligning with the ECE REACH program objectives.

Mentorship, Support, and Retention:

ยทย ย ย ย ย ย ย  Coordinate the matching and onboarding of apprentices with experienced Mentor Teachers, ensuring pairings align with site, schedule, and program needs.

ยทย ย ย ย ย ย ย  Track mentorship pairings and retention data, flagging at-risk relationships or disengaged apprentices to the Training & Development Coach for direct follow-up and support.

ยทย ย ย ย ย ย ย  Build positive rapport with apprentices and maintain strong communication channels to enhance retention and academic achievement rates.

ยทย ย ย ย ย ย ย  Gather feedback from apprentices on their mentorship experience and relay it to the Training & Development Coach to inform mentor training and coaching priorities.

ยทย ย ย ย ย ย ย  Serve as the first point of contact for apprentice concerns, referring mentor-specific support needs to the Training & Development Coach and career/coaching needs to the Career Coach.

ยทย ย ย ย ย ย ย  Coordinate logistics for drop-in sessions and workshops on career planning and postsecondary advisement, led by the Career Coach.

ยทย ย ย ย ย ย ย  Provide individualized barrier mediation to ensure success, including identifying internal and external partnerships to provide resources and referral services, such as mental health and other social services.

Career Planning, Financial Literacy & Coaching:

ยทย ย ย ย ย ย ย  Coordinate scheduling and logistics for career readiness and financial literacy activities, in partnership with MEDAโ€™s Workforce Development Coach and the ECE Workforce Development & Career Coach.

ยทย ย ย ย ย ย ย  Track apprenticesโ€™ progress on career action plans, flagging stalled or at-risk apprentices to the Career Coach for direct follow-up.

ยทย ย ย ย ย ย ย  Serve as the first point of contact for apprentices with career-related questions, referring goal-setting, resume/interview prep, and job search strategy needs to the Career Coach.

ยทย ย ย ย ย ย ย  Support outreach and enrollment for financial literacy workshops and career readiness sessions led by MEDA and the Career Coach.

Training Delivery and Facilitation:

ยทย ย ย ย ย ย ย  Coordinate scheduling, logistics, and enrollment for training sessions, workshops, and webinars delivered by the Training & Development Coach.

ยทย ย ย ย ย ย ย  Track apprentice attendance and completion of mandatory trainings (Child Abuse & Neglect, CPR/First Aid, CCL) and flag gaps to the Training & Development Coach.

ยทย ย ย ย ย ย ย  Serve as the first point of contact for apprentices with training-related questions, referring facilitation and coaching needs to the Training & Development Coach.

ยทย ย ย ย ย ย ย  Coordinate logistics for one-time workshops on career topics and postsecondary resources, led by the Training & Development Coach and/or Career Coach.

Records Keeping, Documentation and Reporting:

ยทย ย ย ย ย ย ย  Participant Record Management: Maintain accurate, complete, and timely participant records, including enrollment documentation, case notes, academic progress, employment verification, compliance records, and program milestones in accordance with organizational policies and funding requirements.

ยทย ย ย ย ย ย ย  Data Collection & Funder Reporting: Collect, verify, and maintain participant and program data required by federal, state, local, private, and organizational funding sources. Ensure data is entered accurately into designated databases and tracking systems and support the preparation of reports, performance metrics, and documentation for grant reporting, program evaluation, audits, and continuous quality improvement.

ยทย ย ย ย ย ย ย  Documentation & Compliance: Ensure participant files and program documentation comply with organizational policies, contractual requirements, confidentiality standards, data privacy regulations, and record retention requirements. Maintain documentation in a manner that supports monitoring visits, audits, and funder reviews.

ยทย ย ย ย ย ย ย  Professional Credential & Training Coordination: In collaboration with the Workforce Development & Success Director and/or Supervisor, coordinate the tracking, completion, and renewal of participant professional requirements, including Child Development Permits, California ECE Workforce Registry registration, incumbent workforce professional growth hours, health and safety trainings, CPR/First Aid, Mandated Reporter Training, and other required certifications.

ยทย ย ย ย ย ย ย  Quality Assurance: Conduct routine reviews of participant files, databases, and documentation to ensure data accuracy, completeness, and compliance with program standards and funder expectations. Identify discrepancies and coordinate timely corrective actions.

ยทย ย ย ย ย ย ย  Cross-Departmental Coordination: Collaborate with internal departments, educational institutions, employer partners, and external agencies to obtain, verify, and maintain documentation necessary to support participant success, program operations, and grant compliance.

Academic and On-The-Job Training Progress:

ยทย ย ย ย ย ย ย  Academic Progress Monitoring: Monitor participant attendance, academic progress, tutoring participation, and educational milestones through regular communication with participants, institutions of higher education, and educational partners. Identify barriers to participant success and coordinate appropriate interventions, referrals, and support services to promote retention and successful program completion.

ยทย ย ย ย ย ย ย  Tier 1 On-the-Job Training Coordination: Track, verify, and document the completion of the required 50 On-the-Job Training (OJT) days for all Tier 1 participants, ensuring documentation is accurate, timely, and compliant with ECE REACH program requirements and funding expectations.

ยทย ย ย ย ย ย ย  Employment & Apprenticeship Coordination: Maintain regular communication with participants and employer partners regarding employment status, work schedules, workplace changes, and apprenticeship participation. Promptly notify the Workforce Development & Success Supervisor of anticipated leaves of absence, extended vacations, FMLA, employment changes, or other circumstances that may impact participant progress, apprenticeship participation, or program compliance. Escalate matters to the Director and apprenticeship partners as directed.

ยทย ย ย ย ย ย ย  Participant Data Management: Ensure timely and accurate entry of participant attendance, academic progress, and OJT milestones into the CIRCE database, consistent with the recordkeeping and compliance standards outlined above.

ยทย ย ย ย ย ย ย  Participant Progress & Retention: Monitor participant progress toward educational, employment, and program milestones. Identify participants at risk of falling behind or withdrawing from the program and collaborate with the Workforce Development & Success Supervisor to develop and implement retention strategies. Coordinate with educational institutions, employer partners, and internal staff to provide timely support and escalate complex participant concerns as appropriate.

Recognition Events Coordination:

ยทย ย ย ย ย ย ย  Work with the ECE Administrative Director to organize recognition events celebrating certificate/degree attainment for both existing and new workforce members.

Evaluation and Improvement:

ยทย ย ย ย ย ย ย  Support to collect data, monitor and evaluate the effectiveness of workforce development programs.

ยทย ย ย ย ย ย ย  Collect and analyze data on participant satisfaction, learning outcomes, and program impact.

ยทย ย ย ย ย ย ย  Collaborate with stakeholders to analyze workforce data and trends.

Teamwork and Collaboration:

ยทย ย ย ย ย ย ย  Work in partnership with program supervisors and directors to align with organizational values and goals.

ยทย ย ย ย ย ย ย  Manage professional development activities for ECE staff and lead training initiatives.
