Electricity demand across the Carolinas is expected to grow at an unprecedented pace, with growth over the next 15 years forecasted to surge eightfold as compared to the last 15 years. As such, Duke Energy is in the early stages of the largest generation buildout in the history of the company. Nuclear generation is an important as part of Duke Energy's broader strategy to meet rising customer demand and decarbonize the grid. The company is working today to lay the groundwork for the addition of advanced nuclear generation to the energy mix to support a diverse resource portfolio.
Duke Energy operates the largest regulated nuclear fleet in the U.S., producing 10,819 megawatts of safe, reliable, and clean energy from 11 reactors at six sites in the Carolinas. Duke Energy has operated its nuclear fleet safely and with excellence for more than 50 years, generating reliable and clean energy 24 hours a day while providing high-wage jobs and millions of dollars in local property and other taxes, and creating many economic benefits for communities in the Carolinas. Duke Energy is dedicated to the continued long-term operation of the existing nuclear fleet by extending the licensed life of the existing units, producing more energy from the units through power uprate projects and reducing the number of refueling outages through 24-month fuel cycle projects. Beyond the existing fleet, Duke Energy has been actively evaluating the next generation of advanced reactors to provide clean, reliable baseload generation that will be needed to meet growing demand.
Within the New Nuclear Generation group, the Manager, Nuclear Licensing Regulatory Engagement is responsible for all phases of licensing projects to ensure project success - overall regulatory strategy; application/submittal scope, schedule and quality; NRC review efficiency; NRC engagement plans. The Manager provides leadership for a team of licensing engineers as well as other internal stakeholders. Current licensing activities underway to support these efforts include:
An Early Site Permit application for the Belews Creek, N.C., site that is currently under review by NRC.
An update to the Combined Licenses for the W.S. Lee site in Cherokee County, S.C., that was issued by NRC in 2016.
Evaluation of application revisions to support updating the Combined Licenses Application for the Harris site in Wake County, N.C., that is permanently in suspension in NRC review.

Responsibilities
Provides leadership and direction for the new nuclear regulatory team in support of siting, licensing, and development activities for Duke Energy's new nuclear efforts; establishes priorities, aligns resources, and ensures licensing activities are integrated with overall project objectives.
Leads and manages the company's interface with the NRC for all new nuclear licensing projects, ensuring consistent, effective communication with agency staff.
Ensures regulatory correspondence, licensing submittals, and other communications to the NRC and applicable regulatory agencies are complete, accurate, timely, and of high quality; provides review and oversight to confirm materials support the approved licensing strategy and project schedule.
Develops, manages, and provides oversight of licensing scope, schedules, budgets, and work products associated with 10 CFR Part 50, Part 52, and potentially Part 53 activities; monitors progress, identifies risks, and drives resolution of issues that could affect licensing outcomes.
Works closely with industry organizations and participates in NEI working groups to support industry learning, consistency, and standardization; monitors emerging regulatory developments and incorporates applicable lessons learned into Duke Energy's new nuclear licensing approach.
Develops and maintains licensing strategies for new nuclear development efforts, including identification of regulatory pathways, key milestones, stakeholder engagement needs, and actions necessary to support successful siting, application development, NRC review, and project execution.
Basic Qualifications
Bachelor's degree in engineering or other related degree
10 years' experience in licensing/regulatory affairs interfacing with NRC
Working knowledge of 10 CFR Part 50 and Part 52, and of NRC processes
Preferred Qualifications
Graduation from a four-year college or university with a Bachelor of Science in Engineering from an ABET accredited program or state registration as a Professional Engineer. A Master's degree in engineering will be considered in lieu of the B. S. engineering degree.
Excellent communication skills -- technical, verbal, written and presentation
Demonstrated ability to maintain composure and clarity of thought and purpose when confronted with highly stressful situations
Demonstrated effective analytical, problem identification, negotiation and resolution skills
Demonstrated ability to work collaboratively across multiple functional areas in an organization, coordinating resources to meet expectations
Experience in new nuclear licensing projects
Working Conditions
Onsite Mobility Classification - Work will be performed at a company facility. Reliable, consistent transportation is required to ensure timely arrival at the applicable facility.
Office environment with occasional (~20%) travel to job sites, conferences and NRC offices
The preferred location is the McGuire Nuclear Station, but the selected candidate can sit at any Duke Energy Nuclear facility.
