Description

RESIDENCYโ€“ Candidates must have been legal residents of the following jurisdiction(s) for at least four months immediately preceding the date of the application:

  • Livingston County

The work involves responsibility for determining eligibility of driversโ€™ licenses and vehicle registration through a review of the applications and a variety of supporting documents, and for processing various types of transactions related to the licensing of drivers of motor vehicles and applications for vehicle registrations. The work is performed under general supervision with supervisory employees deciding questions of an unusual nature. Supervision of others is not a responsibility of this class. Employees will be assigned to work in satellite office and evenings as needed. A Motor Vehicle Clerk does related work as assigned.

Examples of Duties

  • Reviews and processes applications for all types of licenses, learner permits, and registrations, including REAL and Enhanced driversโ€™ licenses;

  • Checks supporting documents such as proof of ownership, insurance coverage, vehicle inspections, etc., for accuracy and completeness of information required;

  • Computes, receives, and accounts for fees paid for transactions;

  • Conducts vision tests and learner permit tests;

  • May receive, count, and store license plates, stickers, documents, forms, and other supplies;

  • Takes pictures for identification purposes;

  • Assists applicants in the proper completion of forms and answers routine requests for information both in person and by phone;

  • Adheres to departmental customer service standards;

  • Serves as primary contact for customer inquiries;

  • Responds to and analyzes customer complaints;

  • May be required to type minor records and reports for which skilled typing is not necessary;

  • Operates computer equipment, scanning, and document authenticator used in processing applications;

  • May be responsible for calculating sales tax and maintaining sales tax records;

  • May perform other duties in the County Clerkโ€™s Office during slack periods of time; and

  • Performs other related duties as assigned.

FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Working knowledge of office terminology, procedures, and equipment; working knowledge of arithmetic and English; ability to acquire a working knowledge of pertinent sections of the Motor Vehicle and Traffic Law as they relate to the issuance of licenses and registrations; ability to get along with others; ability to type accurately; ability to understand and follow oral and written instructions; ability to communicate effectively both orally and in writing; ability to deal effectively with the public; ability to use computer applications; clerical aptitude; accuracy; physical condition commensurate with the demands of the position.

  • Applicants must be United States citizens.

  • Prior to appointment, applicants must submit to criminal history background check(s) as required to be eligible to process REAL and Enhanced driversโ€™ licenses and as otherwise deemed necessary by the appointing authority. This will require applicants to be fingerprinted and execute any necessary releases, etc. Applicants must not have any disqualifying criminal offenses.

  • Prior to appointment, applicants must consent to and provide necessary information to the appointing authority to enable it to do reference check(s) as required to be eligible to process REAL and Enhanced driversโ€™ licenses and as otherwise deemed necessary by the appointing authority.

POSITION MANDATES:

  • 49 CFR ยง 1572.103 sets forth disqualifying criminal offenses.

  • 15 NYCRR ยง3.3(f) sets forth special qualifications.

PROVISIONAL APPOINTMENT NOTICE:

An individual who receives a provisional appointment must take the examination for the position title on the next occasion it is offered. In order to be eligible for a permanent appointment to the position, the provisional appointee must pass the exam and be ranked 1, 2, 3, or be tied in score with the individual ranked number 3 of those who are willing to accept appointment to the position. It should be understood that even if the provisional appointee is eligible for appointment, the employer may choose another candidate to fill the position on a permanent basis. Questions regarding provisional appointments should be directed to the Livingston County Human Resources Department.
