The City of Clinton is seeking a dependable, safety-conscious, and experienced Water Treatment Operator who holds a valid South Carolina Water Treatment Operator license at the Class C level or higher. This position plays an essential role in protecting public health by operating and monitoring the City's water treatment systems, conducting laboratory testing, maintaining equipment, and helping ensure compliance with applicable drinking-water standards. SIGNING & RETENTION BONUS - UP TO $6,000 A qualified applicant hired into this position who possesses a valid South Carolina Class C Water Treatment Operator license or higher may be eligible for a signing and retention bonus of up to $6,000, subject to applicable City eligibility requirements and any required bonus agreement. Bonus payments are scheduled as follows: $1,500 upon hire $1,500 after completing one year of continuous service $3,000 after completing two years of continuous service Bonus payments are subject to applicable payroll taxes and withholdings. Eligibility for each payment requires the employee to remain actively employed and in good standing in an eligible position at the time the payment becomes due.

PURPOSE OF POSITION The Water Treatment Operator performs skilled technical work in the operation, inspection, monitoring, and maintenance of the City's water treatment plant. The position supports the safe, efficient, and continuous production of potable water by monitoring treatment processes, conducting water-quality testing, adjusting treatment processes, maintaining plant equipment, completing required records and reports, and assisting the City in meeting applicable federal, state, and local drinking-water requirements. ESSENTIAL DUTIES AND RESPONSIBILITIES Essential duties include, but are not limited to: Operates and monitors water treatment plant equipment, systems, and treatment processes.

Performs routine laboratory testing and evaluates water-quality results. Monitors treatment conditions and adjusts chemical feed rates and treatment processes as necessary to maintain water-quality standards. Operates and maintains pumps, motors, meters, generators, chemical feed systems, filters, and related plant equipment.

Performs filter backwashing, sludge management, equipment calibration, and preventive maintenance activities. Receives, handles, stores, and uses treatment chemicals in accordance with established safety procedures. Monitors gauges, meters, control panels, SCADA systems, and other instrumentation used in plant operations.

Completes operational logs, laboratory records, regulatory reports, inspection records, and other required documentation accurately and timely. Identifies equipment, mechanical, water-quality, or treatment-process problems and takes appropriate corrective action within established procedures. Reports unusual operating conditions, equipment failures, safety concerns, and other significant issues to appropriate supervisory personnel.

Assists with routine inspection, maintenance, cleaning, and repair of plant facilities and equipment. Maintains a clean, safe, secure, and orderly plant environment. Follows established safety procedures and properly uses required personal protective equipment.

Responds to plant emergencies, equipment failures, water-quality concerns, and other operational needs. Participates in the on-call rotation and responds to emergency call-back assignments as required. Works cooperatively with other City employees, departments, regulatory personnel, contractors, vendors, and members of the public as appropriate.

Performs other related duties as assigned. MINIMUM QUALIFICATIONS Applicants must possess the following minimum qualifications: High school diploma or GED. One to two years of water treatment experience, or an equivalent combination of education, training, and experience that provides the required knowledge and abilities.

Valid South Carolina driver's license. Valid South Carolina Water Treatment Operator license at the Class C level or higher. Ability to work the position's required schedule, including designated rotating shifts, nights, weekends, holidays, overtime, emergency call-back assignments, and on-call responsibilities.

PREFERRED QUALIFICATIONS Preference may be given to applicants with: Class B or Class A South Carolina Water Treatment Operator license. Experience operating a municipal surface-water treatment plant. Experience performing drinking-water laboratory testing and analyzing test results.

Experience with chemical feed systems, pumps, motors, filters, generators, and related treatment equipment. Experience operating or monitoring SCADA systems. Experience maintaining regulatory and operational records in a municipal water-treatment environment.

KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of: Water treatment principles, processes, equipment, and laboratory procedures. Drinking-water quality standards and treatment practices. Applicable federal, state, and local laws, regulations, and operating requirements.

Chemical handling, storage, labeling, and safety procedures. Occupational hazards and appropriate safety practices associated with water treatment operations. Pumps, motors, filters, chemical feed systems, meters, generators, and related mechanical equipment.

Basic computer applications and electronic and written recordkeeping practices. Skilled in: Operating and monitoring water treatment equipment, controls, and instrumentation. Conducting laboratory tests and interpreting water-quality results.

Identifying abnormal operating conditions and taking appropriate corrective action. Performing routine equipment inspections and preventive maintenance. Maintaining accurate records and documentation.

Time management, organization, and prioritization. Communicating effectively with coworkers, supervisors, regulatory personnel, and others. Ability to: Monitor and evaluate water quality, treatment processes, and plant performance.

Safely operate equipment used in water treatment operations. Interpret technical manuals, operating procedures, reports, laboratory results, and regulations. Perform mathematical calculations associated with water treatment operations, including percentages and basic algebra.

Understand and follow written and verbal instructions. Communicate clearly and professionally, both verbally and in writing. Work independently with limited supervision while following established procedures.

Exercise sound judgment when responding to equipment, treatment, or water-quality concerns. Respond calmly and effectively during emergency situations. Establish and maintain effective working relationships.

Maintain accurate records, confidentiality, and professional conduct. WORK SCHEDULE This position requires the ability to work the assigned water treatment plant schedule, which may include: Rotating shifts Day and night shifts Weekends Holidays Overtime On-call assignments Emergency call-back Because the City's water treatment operations must operate continuously, employees may be required to report to work outside their regularly scheduled hours when operational or emergency conditions require. PHYSICAL REQUIREMENTS While performing the essential functions of this position, the employee is regularly required to stand, walk, sit, bend, stoop, climb, reach, and use hands to operate tools, laboratory instruments, controls, and other equipment. The employee must be able to lift, carry, push, pull, and move equipment, supplies, chemicals, and materials weighing up to 50 pounds, with or without reasonable accommodation. The position requires: Manual dexterity and coordination sufficient to operate plant and laboratory equipment.

Sufficient visual ability to read gauges, instruments, chemical labels, computer displays, laboratory results, and written materials. Ability to distinguish colors when necessary for laboratory testing, equipment monitoring, or safety purposes. Sufficient communication ability to exchange information, receive instructions, and respond to emergency situations.

Ability to safely use required personal protective equipment. WORKING CONDITIONS Work is performed in a water treatment plant, laboratory, office, mechanical, and outdoor environments. The employee may be exposed to: Changing weather conditions Wet or slippery surfaces Treatment chemicals Fumes and odors Dust Noise Moving mechanical equipment Electrical hazards Elevated or confined work areas Other conditions associated with water treatment operations The employee must follow all established safety procedures and properly use required personal protective equipment.

The position may require the use of respiratory protection, subject to applicable medical evaluation, fit-testing, training, and other safety requirements. This position is classified as safety-sensitive and is subject to the City's applicable drug- and alcohol-testing requirements, including random testing.
