Superintendent - Traffic Signals

POSITION SUMMARY
The Signals Superintendent leads day-to-day field operations for traffic signal, intelligent transportation systems (ITS), illumination, and related underground and overhead construction projects. This role is responsible for safe execution, quality control, production performance, and coordination across Foremen, crews, inspectors, subcontractors, and Project Management. The Superintendent translates plans, specifications, and signal requirements into executable work, drives schedule adherence, and ensures compliance with TxDOT, COSA, COA, and project-specific standards. This position directly supervises Foremen and multiple crews and serves as the primary field authority for assigned projects
YOUR ROLE
- Oversees daily construction activities for traffic signal, ITS, illumination, pedestrian, underground, and overhead scopes across assigned projects.
- Interprets and enforces plans, specifications, wiring diagrams, cabinet drawings, standards, and details for signal systems and related civil work.
- Verifies signal pole, foundation, conduit, pull box, cabinet, detection, pedestrian, and equipment layouts in coordination with Survey and Project Management.
- Plans and sequences work including utility locating, trenching, boring, drilling, conduit installation, foundations, pole erection, cabling, cabinet installation, and system activation.
- Resolves field conflicts involving utilities, existing infrastructure, signal equipment, access, phasing, constructability, and installation tolerances within delegated authority.
- Ensures QA/QC compliance for foundations, conduit systems, wiring, grounding, terminations, cabinet installation, testing readiness, punch lists, and final acceptance.
- Directs means and methods for complex or high-risk operations such as crane and bucket-truck work, pole erection, high mast or large sign installation, deep excavation, night work, and active-traffic phasing.
- Coordinates troubleshooting and resolution of signal-system issues involving vehicle and pedestrian detection, MMUs, conflict monitors, controller equipment, communication systems, and field devices.
- Owns jobsite safety culture and enforces OSHA, TxDOT, COSA, COA, and company safety standards.
- Conducts regular safety walks and audits focused on traffic control, excavation and trenching, lifting, fall protection, electrical hazards, confined space, and equipment operation.
- Ensures required permits, inspections, utility clearances, traffic control plans, and safety documentation are in place before work begins.
- Partners with Safety on incident investigations, corrective actions, and targeted retraining.
- Leads daily safety huddles and reinforces accountability at the Foreman and crew level.
- Directly supervises Foremen and oversees multiple underground and/or overhead crews as assigned.
- Sets daily and weekly production goals and adjusts manpower, equipment, and work sequencing to protect schedule commitments.
- Coordinates utilization of bucket trucks, crane trucks, pressure diggers, trenchers, hydrovacs, HDD rigs, TMAs, PCMS, arrow boards, excavators, and support equipment.
- Works with Fleet, Yard, and Procurement to ensure equipment readiness, specialty-tool availability, material staging, and timely deliveries.
- Monitors signal materials, consignment inventory, equipment, and high-demand components to minimize shortages, downtime, damage, and waste.
- Maintains accurate daily logs, installed quantities, redlines, testing records, production reports, and HCSS entries.
- Participates in weekly planning, L10s, look-ahead scheduling, and project coordination meetings.
- Tracks progress against schedule and budget and communicates risks, constraints, or technical issues to Project Management and the Area Superintendent.
- Implements standard work, lessons learned, field training, and continuous improvement initiatives across assigned crews.
- Serves as the primary field contact for inspectors, agencies, utility representatives, and clients on assigned projects.
- Coordinates inspections, testing, energization, system turn-on, punch-list completion, and final acceptance activities.
- Attends preconstruction, progress, coordination, and final walkthrough meetings and ensures jobsite professionalism, traffic control, housekeeping, and public interface.
- Perform other duties as assigned.
WHAT YOU BRING
- 710+ years of progressive traffic signal or related electrical/civil construction field experience, including Superintendent or senior Foreman leadership.
- Strong technical expertise in traffic signal, ITS, illumination, underground conduit and foundation work, and overhead signal installation.
- Proven knowledge of TxDOT, COSA, COA, NEC, MUTCD, project specifications, and signal-system QA/QC requirements.
- Ability to read and interpret plans, wiring diagrams, cabinet drawings, specifications, traffic control plans, and construction schedules.
- OSHA 30 preferred; excavation/trenching competent person and IMSA certifications preferred.
- Proficiency with iPad-based field tools and HCSS for time, quantities, diaries, and documentation.
- Strong leadership, communication, planning, and problem-solving skills.
- Valid drivers license; ability to work nights, weekends, or respond to emergency calls as required by project operations.
- High school diploma or equivalent required; electrical, construction management, or related coursework preferred.
PHYSICAL REQUIREMENTS
This role is performed primarily in active construction environments and requires frequent walking, standing, climbing, and navigation of uneven terrain. The employee must occasionally bend and lift materials or tools up to 50 pounds. Ability to see, hear, and communicate effectively around traffic, energized equipment, and high-noise operations is required. Daily use of PPE is mandatory. Exposure to weather, dust, traffic, electrical hazards, heights, and extended work hours is expected.
