You will help shape a custom .NET reporting solution for the California Air Resources Board by turning complex program needs into clear, actionable requirements. You will partner with program stakeholders, project leadership, and technical teams throughout the full software-development lifecycle. Your process-analysis, facilitation, and documentation skills will directly support a successful environmental reporting platform.
This position is a proposal-contingent opportunity to be awarded later this year. US residents only- US Citizenship, Green Card or C2C
WORKSITE: Remote - United States; California residency is not required
WORK SCHEDULE: Monday-Friday, approximately 8:00 a.m.-5:00 p.m. Pacific Time
PAY RATE: $75.00 -$80.00/hour W2

WHAT YOU'LL DO:
Elicit, analyze, validate, and document business and functional requirements.
Perform business-process analysis, workflow mapping, gap analysis, and standard business-analysis documentation.
Translate business needs into requirements, user stories, acceptance criteria, and process documentation.
Collaborate with project managers, technical teams, and program stakeholders throughout the software-development lifecycle.
Maintain requirements traceability and support testing, user acceptance, implementation, and release activities.
Facilitate stakeholder discussions, resolve requirement questions, and communicate findings clearly.
WHAT YOU'LL BRING:
Three or more years of Business Analyst experience on at least one completed IT project valued at $1 million or more, including requirements elicitation, business-process analysis, and standard BA documentation.
Three or more years of Business Analyst experience on a $1 million or greater IT project that completed at least one full software-development lifecycle involving custom .NET development.
Experience collaborating with project managers, technical teams, and program stakeholders throughout the qualifying full lifecycle.
Two or more years of Business Analyst experience on at least one $1 million or greater IT project using Agile, Scrum, SAFe, or a similar iterative or incremental methodology.
Strong analytical, facilitation, requirements-management, and written communication skills.
Ability to work Pacific Time hours and travel around releases or major milestones as needed; relevant BA, Agile, or Scrum certification is preferred.
