Job description

Position Summary

Varmoda is seeking a Business Analyst to support modernization initiatives for the Oregon Department of Justice (DOJ). In this role, you will work closely with business stakeholders, technical teams, vendors, and project leadership to gather requirements, document business processes, support testing activities, and contribute to successful solution delivery. This position plays a key role in transforming stakeholder needs into clear, actionable requirements that support improved services, operational efficiency, and program success.

Key Responsibilities
  • Gather, analyze, and document business requirements through stakeholder interviews, workshops, document reviews, and research activities.
  • Translate business needs into process maps, user stories, business rules, functional requirements, and other project documentation.
  • Develop and maintain current-state and future-state process documentation, SOPs, requirements summaries, and system documentation.
  • Support requirements traceability throughout the project lifecycle to ensure alignment between business objectives and delivered solutions.
  • Develop and execute User Acceptance Testing (UAT) test cases, document test results, and support issue resolution activities.
  • Assist with solution validation, implementation activities, and business readiness efforts.
  • Contribute to end-user training materials, train-the-trainer sessions, and adoption initiatives.
  • Collect user feedback, evaluate workflow impacts, and recommend opportunities for continuous improvement.
  • Collaborate with program staff, senior analysts, technical teams, and vendors to support project objectives and timelines.
  • Perform additional business analysis and project support activities as needed.
Required Qualifications
  • 5+ years of experience as a Business Analyst supporting enterprise technology or business transformation initiatives.
  • Experience eliciting, documenting, analyzing, and managing business and functional requirements.
  • Demonstrated experience creating process flows, business rules, user stories, requirements documentation, and traceability artifacts.
  • Experience supporting User Acceptance Testing (UAT), validation activities, and defect management processes.
  • Strong written and verbal communication skills with the ability to facilitate discussions among technical and non-technical stakeholders.
  • Experience with business process analysis, workflow documentation, and continuous improvement initiatives.
  • Bachelor''s degree in Business Administration, Information Technology, Public Administration, or a related field, or equivalent professional experience.
  • Must be located within 50 miles of Salem, Oregon.
  • State Government or Judicial experience is required.
Preferred Qualifications
  • Experience supporting large-scale modernization programs or enterprise transformation initiatives.
  • Experience working within State Government, Department of Justice, Courts, Judicial Systems, Public Safety, or related public sector organizations.
  • Knowledge of data governance, privacy, security, and regulatory compliance practices.
  • Project management, change management, and workshop facilitation experience.
  • Experience working with relational databases, cloud-based data platforms, or enterprise data solutions.
  • Ability to translate technical concepts into business-friendly language for stakeholders.
  • Experience working with cross-functional teams, vendors, and external partners.
Certifications & Clearance
  • Certifications such as CBAP, CCBA, PMI-PBA, Agile Business Analyst, Scrum Master, or related Business Analysis credentials are preferred.
  • No active security clearance is required.
  • Candidates must successfully complete any required background checks and meet Oregon DOJ eligibility requirements.
  • Confirm any agency-specific clearance or security requirements prior to submission.
