Job Summary:

Reporting to the Vice President of Operations, the Chief Mental Health Officer (CMHO) is responsible for the development, implementation, and oversight of the Saskatchewan WCB's strategy for mental health services. This position provides clinical and operational leadership to ensure high-quality, evidence-informed mental health practices across the organization.

Leading a team of Mental Health Consultants, the CMHO oversees all clinical mental health-related services, provides expert guidance to management teams, collaborates with internal and external partners, and ensures alignment between mental health policy, practice standards, and the WCB's mandate. This role plays a pivotal part in advancing mental health outcomes for workers, strengthening relationships with care providers, and supporting internal employee mental health strategies.

Duties & Responsibilities:

1. Lead the development, execution and oversight of the organization's mental health strategy, policies, and programs.
2. Provide strategic advice to the Board, Executive and organization on trends, issues, and best practices impacting claim management and mental health service delivery.
3. Lead efforts to continually improve delivery, and ensure high-quality, consistent mental health care services for WCB's injured workers by collaborating with internal and external providers, maintaining evidence-based standards, and overseeing assessment, treatment, and consultation practices.
4. Strengthen mental health program delivery through continuous quality assurance, development and refinement of care pathways, and ensuring services meet established quality, service, and reporting standards.
5. Provide leadership, direction and guidance to a team of mental health consultants to provide expert claims specific opinions to support decision making. 

6. Advise on claims and health care services strategies by ensuring mental health cases are handled with clinical sensitivity, supported by tools and resources that support sustained return to work.

7. Advise on prevention strategies with the goal of reducing mental health injuries. This includes development of resources for employers and workers, such as mental health education and training. 
8. Serve as an internal expert advisor for HR and senior leadership on the advancement of employee mental health strategy, initiatives, supports and promotion. 
9. Provide subject matter expertise for the development and delivery of mental-health related training for staff.
10. Consult with a variety of stakeholders, such as care providers, employers, workers, labour representatives, government officials as needed to inform the mental health strategy.
11. Build strong relationships and serves as the main liaison between the WCB and mental health providers across Saskatchewan. Engage and educate mental health professionals on their role in supporting safe, sustainable return-to-work outcomes. 
12. Lead and contribute to planning, policy development, and the creation of innovative, evidence-informed approaches to mental health service delivery.
13. Maintain clinical and professional expertise, identify emerging trends and process improvement opportunities, and implement changes that enhance service quality and operational effectiveness.
14. Work collaboratively with internal and external partners and foster a culture of learning, collaboration, and psychological health and safety. 
15. Recruit, develop and manage staff in accordance with WCB's principles, policies, and Collective Bargaining Agreement. This includes staffing, training and development including regular coaching of staff, organizational and management development, succession planning and performance management. 
16. Performs other related duties as required.

Qualifications:

In addition to the following Behavioural & Technical Qualifications (Competencies) the following Education, Experience, Designation/Licenses are job requirements:

A Master's degree or doctorate in Psychology or Specialty in Psychiatry. Registered Psychologist with authorized practice endorsement, or Registered Psychiatrist and a member in good standing of their respective College. 

A minimum of ten years clinical experience in mental health assessment, treatment, or consultation with at least five years in progressive leadership experience within a health system, insurance or rehabilitation organization would be an asset.  A combination of education and experience will be considered.
