Position Description Job Summary: The Disbursements Manager is responsible for leading and managing the Disbursements and Reporting Section, ensuring the accurate and timely processing, posting, and reporting of disbursed collections. This role maintains full compliance with internal controls and external regulations. The Manager oversees a team and provides both strategic and operational support to the Director of Accounting, serving as a key contributor to financial reporting and continuous process improvement efforts.

Essential Duties and Responsibilities: Provide strategic direction and day-to-day supervision of the Disbursements and Reporting team, ensuring high performance, accountability, and alignment with departmental goals. Foster a culture of continuous improvement and professional development. Supervise the disbursement process for Property Taxes, Auto, Special Inventory Taxes, Hotel Occupancy Taxes, Beer & Wine Permit collections, and other county fees.

Ensure timely reconciliation, accurate posting, and full compliance with local, state, and federal regulations. Implement robust internal controls to safeguard financial integrity. Review and approve the Monthly Report of Taxes and Fees (MRTF) and other financial statements.

Ensure reporting is accurate, timely, and tailored to meet the needs of internal leadership, external agencies, and audit requirements. Drive improvements in reporting clarity and accessibility. Lead the department's response to internal and external audits.

Proactively identify and mitigate financial risks by strengthening controls, documenting procedures, and ensuring audit trail integrity. Serve as a subject matter expert on compliance and reporting standards. Monitor disbursement activities to identify trends, discrepancies, and opportunities for operational efficiency.

Contribute to process improvements by identifying workflow efficiencies, collaborating across teams, resolving recurring issues, and promoting best practices. Serve as a key point of contact between the accounting department and internal teams, vendors, and external agencies to ensure seamless communication and coordination on all disbursement-related activities. Requirements Education: Bachelor's degree or higher in Accounting, Finance or similar field. Experience: A minimum of five (5) years of accounting experience Proven experience managing and guiding a team.

Proficiency in accounting software and advanced Microsoft Excel skills. Strong organizational and communication skills. High attention to detail and ability to meet deadlines under pressure.

Knowledge, Skills, and Abilities: Proficient in data analysis, file balancing, and variance investigation using logical reasoning Skilled in managing multiple assignments, prioritizing tasks, and maintaining workflow efficiency Demonstrates a professional attitude, appearance, and strong interpersonal communication Advanced proficiency in Microsoft Office Suite: Excel, Word, Outlook, and Access Collaborative team player with the ability to resolve issues independently and work with urgency and precision Excellent verbal, written, and reading comprehension skills Strong understanding of daily operational processes and task flows Detail-oriented and comfortable performing repetitive tasks with consistent accuracy and efficiency NOTE: Qualifying education, experience, knowledge, and skills must be documented on your job application. General Information Work Environment: Work is performed primarily in an office setting subject to frequent interruptions with extensive work at a computer workstation. Physical Demands: Sedentary role with medium physical effort required, however, it may at times involve long periods of standing, walking, bending, reaching, stretching, climbing, lifting to 30 lbs. or similar activities (e.g., filing, delivering, sorting). Regular application of basic skills (calculator, keyboard, hand tools, eye/hand coordination)
