Job Description

AECOM’s Disaster Recovery Division is seeking Procurement & Contracting Specialist to join our team to develop our On-Call Cadre. The cadre is designed to build a roster of qualified candidates for temporary assignments. Placement is not immediate and will occur based on operational need.

Procurement and Contracting Specialist will be responsible for supporting FEMA Public Assistance (PA) disaster recovery operations by reviewing procurement activities, contracts, and supporting documentation for compliance with FEMA PA requirements. This position requires the ability to work in rapidly changing environments and travel to disaster affected areas. Candidates must be willing and available to deploy on short notice, as needed.

The Insurance Specialist duties include:

  • Evaluate procurement and contracting documentation to support FEMA reimbursement eligibility determinations for disaster related costs.
  • Review procurement activities, contracts and supporting documentation for compliance with FEMA PA requirements and federal procurement standards under 2 CFR Part 200.
  • Support client and staff with contact evaluation, documentation review and eligibility determinations related to procurement and compliance of procurement policy.
  • Assist with compliance monitoring and maintain accurate records, reports and documentation.
  • Participate in project review discussions as needed.
Qualifications

Minimum Requirements

  • BA/BS and 2+ years of relevant experience or demonstrated equivalency of experience and/or education.
  • Valid US driver’s license and ability to travel to work sites.

Preferred Qualifications

  • Experience reviewing procurement and contracting documentation to support FEMA PA programs.
  • Interpret and apply 44 CFR, Stafford Act, FEMA PAPPG and other applicable rules and regulations to evaluate project documentation.
  • Experience reviewing federal procurement standards (2 CFR 200).
  • Experience delivering PA Assistance on at two or more previous disasters.
  • Ability to operate Microsoft Office Suite (Microsoft Outlook, Word and Excel); proficient in virtual collaboration (Microsoft Teams, SharePoint, etc.).
  • Strong organizational, communication, and coordination skills.
  • Strong work ethic and ability to work independently.
