Freelance HSE Manager (Health, Safety & Environment) Manager – Major Industrial Project

We help organizations achieve measurable results through structured execution and performance excellence.

We are currently supporting one of our international clients – a well-established engineering and industrial company – during a major project phase in Belgium.

To strengthen their site leadership team, we are looking for an experienced Freelance HSE Manager capable of leading health, safety, and environmental performance in a technically complex, multi‑contractor project environment.

This is a freelance, contract‑based assignment, based on‑site in Belgium, with competitive conditions depending on experience and scope.

What You’ll Do:
  • Lead and oversee all Health, Safety & Environmental (HSE) activities on a large industrial construction site
  • Ensure full compliance with Belgian HSE legislation, EU regulations, and international standards (ISO 45001 / ISO 14001)
  • Develop, implement, and monitor project‑specific HSE plans and procedures
  • Conduct regular site inspections, audits, and risk assessments
  • Lead incident, accident, and near‑miss investigations, including root cause analysis and corrective actions
  • Manage and deliver HSE training programs for employees and subcontractors
  • Establish, coordinate, and maintain Emergency Response Plans (ERP) and Emergency Response Teams
  • Organise and evaluate emergency drills and exercises
  • Actively promote a strong safety culture through visible leadership and on‑site engagement
  • Coordinate with local authorities, environmental agencies, site doctors, and regulatory bodies
  • Prepare and report HSE performance metrics, statistics, and compliance reports to senior project leadership
What We’re Looking For:
  • Bachelor’s degree (minimum) in a relevant field
  • NEBOSH, IOSH, or OSHA certification (mandatory)
  • Minimum 10 years of experience in Health & Safety roles within industrial, construction, or petrochemical environments
  • Strong hands‑on experience in risk assessments, audits, incident investigations, and emergency management
  • Proven ability to operate in multi‑contractor, high‑risk project environments
  • Solid knowledge of Belgian and EU HSE regulations
  • Strong leadership, communication, and reporting skills
  • Proactive, structured, and independent working style
  • Fluent English (spoken and written); Dutch required
  • Valid EU work or residence permit
