Job description

Responsibilities
We are seeking a highly skilled and innovative Circuit Support Specialist to join our team in the greater DMV area, supporting the Army National Guard.
Responsibilities
  • Establish and govern enterprise circuit architecture standards, provisioning frameworks, performance criteria, and decommissioning protocols across NIPR/SIPR and hybrid/cloud environments.
  • Serve as technical authority for complex multi-provider circuit design, carrier strategy, SLA risk adjudication, and escalation resolution.
  • Advise senior leadership on capacity planning, redundancy/diversity strategies, modernization roadmaps, and cost/performance tradeoffs.
  • Oversee enterprise circuit performance analytics, resilience planning, dependency mapping, and identification of systemic risks and optimization opportunities.
  • Ensure circuit services integrate with network architecture, cybersecurity controls (RMF/STIG considerations), and mission systems to meet compliance and operational requirements.
  • Lead development of enterprise reporting models, SLAs, KPIs, and dashboards to monitor availability, latency, capacity, and SLA adherence.
  • Coordinate with NOC, engineering, SOC, vendors, DISA/NETCOM, and program stakeholders to validate designs, approve complex changes, and manage high-impact incidents.
  • Drive continuous improvement: evaluate provisioning automation, SD-WAN/cloud connectivity patterns, and tooling to streamline lifecycle management and reduce mean time to repair.
  • Mentor senior circuit engineers and set governance processes for inventory, topology, documentation, and audit readiness.

Qualifications
Required Qualifications
  • Minimum of 12 years with BS/BA; Minimum of 10 years with MS/MA; Minimum of 7 years with Ph.D.
  • Active TS/SCI clearance.
  • Candidate must meet ONE:
    • Master's or Ph.D. in Computer Science, Cybersecurity, Data Science, Information Systems, Information Technology, or Software Engineering; OR
    • Relevant DoD/military training (e.g., 4-11-C32-255N, 102-25S40-C45, 4C-FA26B, M0923W1, M0923X1); OR
    • Relevant professional certification or equivalent experience (examples: SecurityX/CASP+, CCNA, CCNP Security, CCSP, GCED, GCIA, GCLD, GDSA, GFACT).
  • Telecom/network engineering experience with substantial experience leading circuit architecture, carrier management, and lifecycle governance in enterprise or DoD programs.
  • Demonstrated expertise with carrier interconnects, MPLS, SD-WAN, dedicated transport, WAN optimization, VPNs, and multi-domain connectivity (NIPR/SIPR).
  • Proven skills in SLA negotiation/management, performance analytics, capacity forecasting, dependency mapping, and cross-organizational coordination.
  • Experience with network monitoring/telemetry platforms, inventory/CMDB systems, and automation/orchestration tools for provisioning and reconciliation.

Desired Qualifications
  • Prior experience supporting DISA/NETCOM/DoDIN or ARNG carrier integrations and multi-domain release coordination.
  • Familiarity with RMF/eMASS evidence requirements and STIG/IAVM impacts on circuit services.
  • Experience implementing provisioning automation (APIs), SD-WAN orchestration, and cloud on-ramp connectivity patterns.
  • Demonstrated ability to produce executive briefings, ROMs, and strategic modernization recommendations.

Target Salary Range
$135,000 - $216,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual's experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
