This is a highly responsible senior management position which administers the delivery of the Family Navigation Model. This position requires a working knowledge of state and federal laws, administrative rules and regulations pertaining to the mission of behavioral health, substance abuse and mental health, domestic violence components and child protection programs as well as personnel rules and regulations. The incumbent will spend a major portion of time motivating, communicating with, evaluating, planning and directing the work involved in the family navigation model, as well as senior level leadership over family navigation functions.
The Family Navigator model is designed to provide a pathway to enchance family well-being for families involved in the child welfare system. The model provides navigation and appropriate support for families contending with substance abuse, mental illness, behavioral health needs, and domestic violence. The family navigator will partner with the family from assessment of need to service linkage including partnership, coordnation and support to help the family access and follow through with treatment and supports. The goal is to fully assess the family’s needs through meaningful engagement, robust feedback and intentional coordination and service linkage to promote strong families and prevention of deeper involvement with the child welfare system.
This is professional work supervising and directing employees; including but not limited to communicating with, motivating, training and evaluating employees, planning and directing their work; and having the authority to effectively recommend actions such as: hire, transfer, suspend, layoff, promote, discharge, assign, and reward or discipline direct reports. Evaluates employees against established standards and takes appropriate actions when necessary (i.e. recognition, reward, corrective action, etc.).
Promote access, engagement, and coordination of services for families in the child welfare system with behavioral health needs and additional needs that present during the family assesment and plan.
Deploys strategies designed to rapidly engage families in services, work closely with families and providers, and reinforcement for the delivery of quality services.
Leads the Family Navigation Team in successful implementation of the family navigation model through foundational knowledge of the behavioral health and child welfare systems and other co-occurring systems (domestic violence, etc.).
Integrate the family navigation model into the system of care and is responsible for being the executive point of contact for Family Navigation.
Collaborate with other Department leadership as well as programs to integrate the services of Office of Child and Familiy Well-Being with other programs of the department, especially the Office of Quality and Innovation, Substance Abuse and Mental Health, and Economic Self-Sufficiency and ensures inter-agency collaboration with principle stakeholders in child and adult protection and domestic violence systems, i.e., DOH, DOE, DJJ, university schools of social work, Ounce of Prevention, child advocates, child advocacy centers, Department of Elder Affairs, etc
Responsible for making policy and operational recommendations that transform the system of care for children and families.
Ensures the development and implementation of the DCF Strategic Plan.
Participates in regional and statewide meetings and conferences, representing the Department regarding Child and Family Well-being and Family Navigation related forums.
Ensures the delivery of high-quality, comprehensive Family Navigation services by collaborating closely with the Office of Quality and Innovation to identify areas for targeted review, recommend quality improvement initiatives, and develop meaningful qualitative performance measures to evaluate the effectiveness and impact of the Family Navigation Program.

Psychology: Knowledge of human behavior and performance, mental processes, psychological research methods, and the assessment and treatment of behavioral and affective disorders.
