JOB SUMMARY
The Senior Director of Compliance provides strategic leadership and enterprise oversight for all compliance activities across the Company's Virginia gaming operations, ensuring adherence to all applicable federal, state, and local laws, gaming regulations, and corporate policies. Reporting to Corporate Compliance, this position is responsible for developing and executing a comprehensive compliance framework that promotes regulatory excellence, mitigates organizational risk, and fosters a culture of integrity and accountability across eight gaming properties.
This role partners closely with property leadership, Corporate Compliance, Legal, Finance, Security, Internal Audit, Human Resources, and regulatory agencies to ensure consistent implementation of compliance programs, internal controls, BSA/AML requirements, responsible gaming initiatives, licensing, and regulatory reporting. The Senior Director serves as the primary compliance advisor to Virginia property leadership, providing strategic guidance on emerging regulatory developments, enterprise risk management, compliance monitoring, and continuous process improvement while building strong relationships with regulators and other external stakeholders.
Through leadership of the regional compliance team, the Senior Director establishes standardized practices, drives operational consistency, supports new business initiatives and property expansions, and ensures the Company maintains the highest standards of regulatory compliance and ethical business conduct.
Compensation: $120,000 - $150,000 per year
ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Provide strategic leadership and oversight of the compliance function across all Virginia gaming properties, ensuring consistent execution of regulatory requirements, corporate policies, internal controls, and compliance programs.
  • Develop, implement, and continuously enhance enterprise-wide compliance programs, governance frameworks, policies, procedures, and internal controls to ensure compliance with all applicable federal, state, and local laws, regulations, and gaming commission requirements.
  • Serve as the primary compliance leader for Virginia properties, providing strategic guidance to property leadership while ensuring alignment with Corporate Compliance objectives and regulatory expectations.
  • Promote a culture of integrity, accountability, ethical conduct, and regulatory excellence throughout the organization.
  • Direct the Bank Secrecy Act (BSA), Anti-Money Laundering (AML), Office of Foreign Assets Control (OFAC), and related financial crime compliance programs.
  • Serve as the designated BSA Officer, investigating Reports of Unusual Activity (RUA), coordinating AML Committee reviews, and filing Suspicious Activity Reports (SAR) as required.
  • Oversee Currency Transaction Reports (CTR), SARs, negotiable instrument activity, and all required BSA/AML reporting to ensure regulatory compliance, accuracy, and timely submission.
  • Oversee Responsible Gaming and self-exclusion programs, ensuring compliance with regulatory requirements and accurate maintenance of all required records and systems.
  • Develop and maintain enterprise-wide compliance monitoring and risk assessment programs to identify regulatory risks, evaluate internal controls, and recommend corrective actions.
  • Lead regulatory examinations, internal compliance audits, investigations, and licensing matters while ensuring timely resolution of findings and implementation of corrective action plans.
  • Serve as the primary liaison with the Virginia Lottery, Virginia Racing Commission, regulatory agencies, external auditors, law enforcement, and licensing authorities.
  • Monitor legislative and regulatory developments, advising executive leadership on emerging risks, operational impacts, and compliance strategies.
  • Partner with Corporate Compliance, Legal, Finance, Internal Audit, Information Technology, Security, Human Resources, Operations, and property leadership to integrate compliance into business initiatives, operational changes, and property openings.
  • Oversee the development, implementation, auditing, and maintenance of compliance policies, procedures, and internal controls within enterprise policy management systems.
  • Develop and deliver enterprise compliance education programs covering BSA/AML, Responsible Gaming, Historical Horse Racing (HHR), racing regulations, and other required regulatory topics.
  • Support workplace safety initiatives through collaboration with Safety leadership to promote OSHA compliance and effective governance.
  • Provide leadership and direction for compliance personnel across Virginia properties, including hiring, coaching, performance management, succession planning, and professional development.
  • Develop meaningful compliance metrics, Key Risk Indicators (KRIs), dashboards, and executive reporting to measure program effectiveness and communicate compliance performance, audit results, and emerging risks.
  • Participate in enterprise risk management initiatives, strategic projects, acquisitions, technology implementations, property expansions, and operational enhancements by providing compliance expertise.
  • Perform other duties and special projects as assigned.

REQUIRED SKILLS AND ABILITIES
  • Comprehensive knowledge of federal, state, and local gaming laws, regulations, and regulatory frameworks, including Virginia Lottery regulations and gaming compliance requirements.
  • Extensive knowledge of Bank Secrecy Act (BSA), Anti-Money Laundering (AML), Office of Foreign Assets Control (OFAC), FinCEN reporting requirements, and financial crime prevention programs.
  • Strong understanding of internal controls, risk management principles, compliance monitoring, corporate governance, and audit methodologies.
  • Exceptional analytical and critical thinking skills with the ability to assess complex regulatory issues, identify risks, and develop practical business solutions.
  • Ability to interpret and apply complex laws, regulations, and regulatory guidance while effectively communicating requirements to operational leaders.
  • Outstanding verbal, written, and presentation skills, including the ability to communicate effectively with executive leadership, regulators, auditors, and boards or executive committees.
  • Ability to manage competing priorities, work independently, and make sound decisions in a fast-paced, highly regulated environment.
  • High degree of integrity, professionalism, discretion, and commitment to ethical leadership.
  • Proficiency with Microsoft Office Suite and experience utilizing compliance management systems, audit tools, case management software, and data analytics/reporting platforms.
  • Ability to obtain and maintain all racing and/or gaming licenses as required in applicable jurisdiction(s).
  • Must successfully pass all required background investigations and licensing requirements.
  • Must be at least twenty-one (21) years of age.
  • Must have a valid driver's license.

EDUCATION AND EXPERIENCE
  • Bachelor's degree required.
  • Prior experience in gaming, hospitality, or in a highly regulated related industries.
  • Demonstrated success leading large-scale compliance operations with responsibility for regulatory compliance, leadership within a matrixed organization, and enterprise risk management expertise.
  • Multi-property leadership experience strongly preferred.

  • Estimated travel 25% - Role is onsite unless on business travel.
