Job description

JOB SUMMARY:

Utah Nonprofit Housing Corporation (UNPHC) is Utah’s largest non-profit developer, owner, and manager of affordable housing for very low to low income individuals and families. UNPHC is both a 501(c)(3) tax-exempt organization, and a Community Housing Development Organization (CHDO). All employees are exposed to the key elements and full scope of non-profit housing development, and are expected to participate in identifying new funding sources, act as liaison with contracted property management agents, work to ensure compliance with contractual requirements, support public relations by representing UNPHC at various community and agency meetings, and empathize with low income and diverse ethnic populations.

The Assistant Regional Property Manager assists in oversight and has direct property management responsibilities for operations of properties managed by UNPHC, and leads the team of in house and contracted property management agents, resource and service coordinators. The Assistant Regional Property Manager will assist in the physical inspection and fiscal well-being of the properties, and will support other staff members in oversight of the budget and financial status of the properties.

QUALIFICATIONS:

Education:

· Bachelor’s degree or equivalent work experience required.

Experience:

· Minimum 3-8 years of housing and supportive service environment experience, preferably with non-profit, government, or quasi-governmental organizations targeting special very low and low income special needs and elderly populations.

· Minimum 3-8 years of property management experience, including negotiating of agreements, and oversight of physical property and financial soundness.

· Demonstrated knowledge of computer-based accounting software, including spreadsheets, word processing, database knowledge, and familiarity with the internet.

· Minimum of three (3) years working in a non-profit organization including experience with 501(c) (3) status, charitable giving, restricted revenues, and auditing procedures

· Experience working with Board of Directors.

· Minimum of three (3) years of supervisory experience with large teams.

Knowledge and Skills:

· Knowledge of Utah Regional and Housing Markets. Assists in working with property managers to plan and implement marketing plans.

· Knowledge of federal HUD & LIHTC program regulations and compliance reporting, regulations and reporting for state and local government funded programs for affordable housing.

· Excellent written and verbal communications skills.

· Ability to prioritize, organize, and follow through with varying and conflicting tasks to accomplish organizational and project objectives.

· Computer skills sufficient for data analysis and the organization and presentation of information.

· Ability to generate realistic and accurate project budgets.

· Knowledge of multi family asset management practices and operational tools.

· Ability to analyze diverse data and generate recommendations.

· Knowledge of Property Management Software. Experience with ResMan or similar system is essential.

JOB DUTIES INCLUDE BUT ARE NOT LIMITED TO:

· Assist the Regional Managers with day to day operations of properties.

· Ensure all properties are managed in compliance with Equal Housing Opportunity Guidelines, Fair Housing, and by the standards established under UNPHC Policies and Procedures. Review evictions Approval and Appeals, resolve tenant issues elevated by property managers, and report to the Regional Property Manager.

· Assist in the development of asset management plans which include maintenance of buildings, equipment, grounds, - discuss budget variances with Regional Property Manager , completion of all subsidy billings on a timely basis and providing support to property managers as needed for proper billings.

· Ensure proper functioning of Property Management Software (ResMan) by providing support to property managers.

· Participate in the recruitment, hiring, and termination of on site property management and maintenance staff in accordance with UNPHC Personnel Procedures and Equal Employment Opportunity Guidelines.

· Participate in updates and meetings of management plans, goals, budgets and procedures with property managers when needed.

· Assist in preparation all compliance and grants performance reporting.

· Fill in for Regional Property Manager duties during vacation or absence. Fill in for Property Manager position when asked.

· Assists the Regional Property Manager, Operations Manager and Executive Director as requested.

· Other similar duties and special projects as assigned.

OTHER:

This is a full-time exempt position reporting to the Operations Director and is eligible for all benefits. Supervision of staff may be assigned. A valid Utah driver’s license is required, as is the use of an insured personal vehicle for UNPHC business, and for which mileage is reimbursed. UNPHC is an Equal Opportunity Employer (EEO).
