The NIH National Library of Medicine’s Lister Hill National Center for Biomedical Communications is now seeking a Deputy Director to lead overall program development, program evaluation, policy formulation, and coordination of activities.

The NIH National Library of Medicine Lister Hill National Center for Biomedical Communications was established by Congress in 1968 and consists of the Office of the Director, the Scientific Computing Branch, and the Applied Clinical Informatics Branch, which encompass an operating budget of $14 million and 70 personnel. Our employees are a diverse mix of scientific and technical staff who have backgrounds in medicine, biomedical & clinical informatics, imaging, computer & data science, library and information sciences, linguistics, cognitive science, scientific & cloud computing, and engineering.

The Deputy Director will primary assist the LHNCBC Director in providing strategic and operational guidance to LHNCBC staff. Direction will cover the modernization of technology products and support processes, including the recently reorganized Applied Clinical Informatics Branch. This individual will be expected to coordinate and assess our research technologies as they transition into real-world environments and work to improve health and health care through clinical informatics.

Furthermore, the deputy director will support the Scientific Computing Branch specifically in their mission to design, develop, and maintain computational infrastructure and computing resources that support the NLM Intramural Research Program. This may include developing assessment criteria for project review, identifying new programmatic opportunities, and providing oversight, thus ensuring appropriate administrative and scientific support is available to our scientists. Specifically, the deputy director will be responsible for a financial budget of $14 million and the oversight of about 70 staff, as well as directing day-to-day operations. This task is especially important as our institute moves to increase our leverage of clinical data and translational science, an initiative which requires a continued commitment towards technological improvement and the provision of staff with adequate resources. We are now working to establish a long-term vision and roadmap for the LHNCBC.

The prospective Deputy Director with a well-rounded individual with a background in technology, research, and product assessment, who is further skilled in the recruitment, development, and retention of the leadership and program teams and staff.

Prospective candidates must possess a doctoral-level degree in biomedicine, engineering bioinformatics, or a related scientific field, or a master's degree with sufficient engineering experience and expertise. In addition, candidates must have at least one year of experience demonstrating the individual has received recognition as an expert in their field. Evidence of this may include significant experience dealing with complex, precedent-setting evaluation, scientific policies, and/or development issues (such as those associated with novel biomedical products, novel approaches to biomedical product manufacturing, or use of novel evaluation methods), demonstrated cutting-edge expertise in a scientific or technical discipline critical to the design, development, manufacturing, clinical performance assessment, and/or technical aspects of biomedical products, and the holding of a leadership role requiring planning public meetings and communicate regulatory scientific policies. Received invitations to speak at major national or international meetings or symposia demonstrating sufficient rigor or accomplishment meets this requirement.

If you are a current Federal Title 5 employee, you must have one year of equivalent experience at the GS-14 level or above.
