Summary

Bell's AI Fabric initiative is pioneering a secure, sovereign AI compute network across Canada. This ambitious portfolio features seven large-scale, high-density data centers, anchored by a 500 MW British Columbia supercluster and a 300 MW flagship site in Regina, Saskatchewan.

As Cx Commissioning Director, you will own the commissioning program at the portfolio level-defining the Cx methodology, standards, and governance that every site executes against to ensure each facility is validated, resilient, and operational-ready. Rather than commissioning a single building, you'll establish the repeatable, fleet-wide framework (FAT, SAT, integrated systems testing, Levels 1-5) that guarantees consistent, mission-critical quality across all builds as the program scales.ย ย 

Key Responsibilities
  • Own the enterprise commissioning (Cx) program strategy across the national data centre portfolio, establishing standardized methodology, standards, and playbooks.ย 
  • Define fleet-wide commissioning frameworks-FAT, SAT, integrated systems testing (IST), and Levels 1-5-to ensure consistent, repeatable, handover-ready outcomes. ย 
  • Provide program-level oversight and technical governance to site-level MEP/Cx leaders and commissioning agents, ensuring alignment to standards and lessons learned.ย 
  • Establish and manage the commissioning agent (CxA) vendor strategy at the portfolio level, standardizing scopes, quality expectations, and master agreements.ย 
  • Own Cx program-level scheduling, resourcing, and reporting, providing roll-up visibility across concurrent site commissioning efforts to Capital Programs leadership.ย 
  • Define quality assurance and validation standards for power, cooling, and resiliency/redundancy systems to mission-critical performance thresholds. ย 
  • Drive program-level Cx risk management, change governance, and interdependency management across sites, escalating systemic issues proactively.ย 
  • Establish operational readiness and turnover standards, ensuring seamless, consistent handover from construction to operations across the fleet.ย 
  • Partner cross-functionally with engineering, site construction, program controls, and operations to integrate commissioning into the broader program lifecycle. ย 
  • Build, mentor, and scale the commissioning program function as the national program grows ย 
Critical Qualifications
  • 15+ years of commissioning leadership on large-scale capital programs, with direct experience across multiple hyperscale or mission-critical data centres (100MW+ / multi-site portfolios preferred). ย 
  • Proven track record establishing commissioning standards, methodologies, and governance at a program or portfolio level-not just single-site execution.ย 
  • Deep expertise across the full commissioning lifecycle (FAT, SAT, IST, Levels 1-5) and operational readiness/turnover. ย 
  • Strong technical understanding of data centre M&E systems-power, cooling (including high-density/liquid cooling), redundancy, and resiliency.ย 
  • Experience defining and managing commissioning agent (CxA) vendor strategies and standardized scopes across a fleet.ย 
  • Strong command of program-level scheduling, resourcing, and reporting (e.g., Primavera P6) across concurrent efforts.ย 
  • Demonstrated ability to build and mature a commissioning program function from a formative stage.ย 
  • Exceptional stakeholder management and executive presence, able to influence and challenge senior engineering, construction, and executive leaders.ย 
  • Degree in Mechanical, Electrical, or related Engineering discipline; P.Eng., PMP/PgMP, and commissioning certification (e.g., ACG/CxA, BCxP) strongly preferred.ย 
  • Willingness to travel nationally between build locations and fabrication facilities as the portfolio scales.ย 

Adequate knowledge of French is required for positions in Quebec.ย
