About the Role

The Fraud Director is responsible for leading and overseeing the Bank's fraud risk management function across the full fraud lifecycle, including fraud prevention, detection, investigations, recovery, quality control, reporting, governance, and strategic program enhancement. The role manages fraud teams responsible for Detection Analysts and Fraud Investigators, oversees fraud system performance and vendor relationships, and ensures fraud controls, policies, procedures, risk assessments, models, and reporting are aligned with regulatory expectations, internal risk management standards, and the Bank's risk appetite.

The Fraud Director exercises discretion and authority in matters of significance, including system configuration, technology evaluation, governance, staffing, quality control, and risk mitigation. The role applies advanced knowledge of fraud trends, deposit and payment channel risks, fraud technologies, and fraud risk management practices in directing fraud operations and supporting the effectiveness of the Bank's fraud program. The role is expected to exercise sound judgment while reducing fraud losses, strengthening controls, and improving operational effectiveness.

 
What You'll Do:
  • Lead and oversee fraud teams across the end-to-end fraud lifecycle, including detection, alert monitoring, investigations, recovery efforts, case closure, quality control, and escalation of fraud-related matters.
  • Directly manage Fraud Investigators, Detection Analysts, and related 2LoD fraud team roles to ensure effective monitoring, investigative practices, recovery coordination, and timely disposition of cases.
  • Evaluate the adequacy and effectiveness of fraud prevention, detection, investigation, and recovery controls; recommend and implement strategic enhancements designed to reduce losses, improve prevention, and minimize risk.
  • Serve as owner of 2LoD fraud-related policies and procedures, including Anti-Fraud, Elder Abuse, Identity Theft, investigator procedures, detection procedures, manager procedures, and related processes.
  • Establish, maintain, and govern a fraud playbook that defines fraud response protocols, governance expectations, escalation points, roles and responsibilities, and operational coordination across relevant lines of defense.
  • Own, monitor, and report fraud Key Risk Indicators and Key Performance Indicators, including limits, thresholds, trends, and emerging risk themes for management and committee oversight.
  • Oversee the development and delivery of fraud metrics, dashboards, reports, and strategic presentations for Chief Financial Crime Officer, senior management, Fraud Task Force, Enterprise Risk Management Committee, Operational Risk Committee, and other governance forums as needed.
  • Oversee issues management related to Financial Crime Prevention (FCP) fraud sources for 2LoD and 1LoD, including root cause themes, remediation efforts, tracking, and sustainable control enhancements.
  • Lead annual enterprise-wide fraud risk assessments, fraud Risk and Control Self-Assessments, and fraud risk assessments for new products and services to identify vulnerabilities, control gaps, and mitigation strategies.
  • Oversee fraud models under the FCP Model Governance framework, including change control management, model validation activities, ongoing performance monitoring, and engagement with Model Risk Management stakeholders.
  • Serve as the fraud system owner and administrator, including vendor relationship oversight, system performance monitoring, coverage assessments, tuning, optimization, and oversight of technology changes.
  • Evaluate, select, and oversee the implementation of fraud technology solutions, fraud detection agents, analytics tools, and system enhancements to advance detection capabilities and support changing fraud trends.
  • Perform system coverage assessments, including fraud transaction monitoring and case management solutions and other fraud service providers, to evaluate effectiveness, identify current and emerging gaps, and recommend enhancements to existing monitoring coverage.

What You Bring

  • 8-10 years of experience in fraud risk management, financial crimes, internal bank auditing, compliance monitoring, regulatory examination, or related financial services field.

  • 5-7 years of demonstrated experience leading fraud teams across detection, investigations, recovery, quality control, and case closure.
  • 2 years of demonstrated experience managing fraud detection system performance, vendor relationships, system tuning, coverage assessments, and implementation/testing of fraud technology solutions.
  • Proven success leading and managing fraud functions and personnel responsible for fraud detection, investigations, recovery, quality control, reporting, and execution of fraud risk management strategies.
  • Strong understanding of fraud risk management functions, including prevention, detection, investigations, recovery, governance, risk assessments, RCSA, issue management, model governance, KRIs/KPIs, and fraud reporting.
  • Strong experience across deposit and payment channels, including checks, wires, ACH, electronic banking, debit cards, identity theft, scams, elder financial abuse/exploitation, and related fraud typologies.
  • Demonstrated ability to manage fraud system performance, vendor relationships, system administration, system tuning, coverage assessments, and evaluation and implementation of fraud technology solutions.
  • Advanced knowledge of fraud trends, emerging typologies, payment innovation, data analytics, fraud technology solutions, and control strategies used to detect, prevent, investigate, and reduce fraud losses.
    Strong understanding of fraud models, risk assessments, control frameworks, and governance processes, with the ability to evaluate and influence enterprise-level fraud strategy.
  • Excellent analytical, fact-finding, problem-solving, decision-making, communication, and stakeholder management skills.
  • Ability to present complex fraud findings, trends, risk themes, and strategic recommendations to senior leadership and governance committees.
  • Familiarity with regulatory requirements related to fraud, AML, OFAC, financial crimes, consumer compliance, and enterprise risk management, with the ability to apply them in policy and program development.
  • Demonstrated ability to exercise independent judgment in matters of significance, including risk mitigation, staffing, system configuration, model governance, quality control, and strategic program decisions.
  • Experience developing and refining fraud-related policies, procedures, playbooks, governance frameworks, training, and awareness materials to support compliance, risk management, and operational effectiveness.
  • Ability to lead cross-functional collaboration and drive continuous improvement in fraud detection capabilities, investigative effectiveness, recovery processes, reporting, and risk controls.
  • Extremely detail-oriented, intellectually curious, and able to establish, maintain, and reinforce high standards of quality and accountability.

  • Bachelor's Degree in in Business Administration, Finance, Accounting, Criminal Justice, or a related field.
  • An equivalent combination of education and/or relevant professional experience may be considered in lieu of a degree.
