Job description

The Role
The Director of Preconstruction leads all aspects of the preconstruction process, from pursuit through GMP negotiations. This position oversees proposal development, business planning, and client relationships, with a focus on municipal wet utilities and public-sector projects. The Director is a key leader in work acquisition and process development, responsible for guiding teams and building long-term client partnerships.


What You'll Do

  • Lead the preconstruction phase for CMAR, JOC, and other alternative delivery projects.
  • Direct proposals, RFQs/RFPs, and negotiations from start to finish.
  • Develop and execute capture plans for municipal and public work clients.
  • Partner with Business Development to grow relationships and increase win ratios.
  • Mentor project managers, engineers, and estimators in preconstruction practices.
  • Standardize processes to improve efficiency, accuracy, and cost control.
  • Build and maintain strong client partnerships from pursuit through construction.

What We're Looking For

  • Extensive preconstruction and estimating experience in municipal wet utilities.
  • Proven leadership ability with strong communication and client management skills.
  • Experience with CMAR, JOC, and other public-sector delivery methods.
  • Strategic thinker with business planning and proposal development expertise.
  • Ability to mentor and grow teams while delivering results.
