Job Description
This position will be located in Columbia Missouri
The University of Missouri System seeks an experienced and collaborative professional to serve as the Deputy Director of Research Security and Compliance. This leadership position supports the University's research security, export controls, sanctions compliance, and foreign influence risk management programs across all four University of Missouri campuses.
Reporting to and partnering with the Senior Director of Research Security and Compliance, the Deputy Director provides operational leadership for the University's export controls and sanctions compliance program while supporting broader research security initiatives designed to meet evolving federal and state requirements. The position serves as a trusted advisor to faculty, researchers, administrators, and institutional leaders in navigating complex regulatory requirements while facilitating research, innovation, and global engagement.
The Deputy Director also serves as the primary point of contact for the University of Missouri-Columbia, handling day-to-day export control issues flagged for review and providing guidance to faculty, staff, and administrators regarding export controls, economic sanctions, and related research compliance requirements.
This position provides a unique opportunity to help shape and lead one of higher education's most rapidly evolving compliance areas. The Deputy Director will work directly with university leadership, researchers, and compliance professionals across a major public research university system while helping protect and advance the University's research enterprise.
Export Controls and Sanctions Compliance
• Lead the development, implementation, and continuous improvement of the University System's export controls and sanctions compliance program.
• Conduct complex export control and sanctions analysis under the Export Administration Regulations (EAR), International Traffic in Arms Regulations (ITAR), and Office of Foreign Assets Control (OFAC) regulations.
• Review sponsored research agreements, contracts, international collaborations, technology transfers, shipments, travel activities, and foreign engagements for export control implications.
• Draft, submit, manage, and maintain export license applications, commodity jurisdiction requests, classification determinations, and related government filings.
• Develop and oversee Technology Control Plans (TCPs) and other risk mitigation measures.
• Monitor regulatory changes and communicate compliance obligations to stakeholders across the University System.
Research Security Program Leadership
• Support implementation of institutional research security requirements consistent with federal sponsor expectations and evolving national research security requirements.
• Provide guidance regarding foreign influence, international collaborations, foreign talent recruitment program restrictions, and restricted party screening.
• Conduct escalated reviews of complex research security matters and recommend risk mitigation strategies.
• Assist in the development of policies, procedures, guidance documents, and internal controls supporting research security and compliance objectives.
Campus and Faculty Engagement
• Serve as the primary export control resource for the University of Missouri Columbia.
• Provide consultation and practical compliance guidance to faculty, researchers, research administrators, and campus leadership.
• Deliver training and outreach programs related to export controls, sanctions, research security, and international research activities.
• Collaborate with campus research offices, legal counsel, human resources, information security, procurement, and other administrative partners.
Program Administration and Oversight
• Assist the Director in strategic planning, program development, and compliance monitoring activities.
• Support audits, assessments, investigations, and agency inquiries related to research security and export controls.
• Maintain appropriate documentation and records to support compliance, reporting obligations, and institutional due diligence.
• Develop metrics, reports, and executive summaries to inform leadership regarding program performance and emerging risks.
Shift
Monday - Friday, 8am - 5pm
Minimum Qualifications
A Master's degree or an equivalent combination of education and relevant experience and at least 5 years of experience from which comparable knowledge and skills can be acquired is necessary.
Preferred Qualifications
Five (5) years of progressively responsible experience in export controls, sanctions compliance, research compliance, research security, federal regulatory compliance, national security, higher education administration, government, or a related field.
Demonstrated experience interpreting and applying complex regulatory requirements.
Strong analytical, written communication, and problem-solving skills.
Advanced degree (Master's, Juris Doctor, or other relevant graduate degree).
Experience administering export control, research security, or federal regulatory compliance programs in a higher education or research environment.
Significant experience with ITAR, EAR, OFAC, Research Security and related federal regulations.
Familiarity with NSPM-33, federal research security requirements, foreign influence risk management, restricted party screening, and international research compliance
Anticipated Hiring Range
Salary Range: $110,000.00 - $135,000.00 Per Year
