Job description

Job Requirements

The Research Informatics Core team's mission is to create a comprehensive platform for access to clinical data (including electronic health record, payer, imaging, flow cytometry, pathology, genomics, social determinants of health) to support the University of Maryland, Baltimore and affiliated entities and facilitate clinical research, training and education.

The following statements are intended to describe the general nature and level of work being performed by people assigned to this classification. They are not to be construed as an exhaustive list of all job responsibilities performed.

      Lead by example and demonstrate to the Research Informatics team how to develop high-quality designs and code by doing a significant amount of design and coding yourself. Mentor Research Informatics team on problem solving techniques as well as skills development; ensure appropriate knowledge transfer at appropriate intervals to develop depth and breadth of knowledge throughout the team.

      Provide technical leadership for planning and fulfillment of Research Services (hardware and software budgets), design, and development, including building a Research Portal and Research Platform for requests and training to include de-identified data, limited data sets, and full personal health information (PHI) data. Provide leadership of de-identification services to conform to HIPAA privacy standards.

      Provide leadership of design, build, support and maintenance of the Research Data Develop and monitor standard operating procedures that include access, data lifecycle, security and usability of research data platform. Institute and oversee continuous research data access and use auditing program. 

      Provide oversight and leadership of IRB-approved case-finding for study enrollment and cohort/case-control studies and appropriate provisioning of data domains and elements consistent with IRB approvals. Provide overall oversight of Honest Broker services, including the TriNetX platform and the UMB-UMMS Research Data Platform.

      Develop artificial intelligence techniques for sentiment analysis, opinion mining, measuring cognitive ability, and exploring social determinants of health. Provide text mining and information extraction methods to identify disease, medications, symptoms, and signs from clinical text.

      Manage operational aspects of the Research Portal and Platform. Assess usability and suitability in facilitating Research functions. Establish and track Key Metrics (KPI) with respect to utilization, backlog and turn-around-time among others.

      Manages and appropriately escalates delivery impediments, risks, issues, and changes associated to the project development and initiatives. Negotiate and identify priorities, trade-offs, and schedules. Identifies technical and process improvement opportunities and socialize/advocate to get them implemented.

      Directly supervise the performance of Research Informatics team, including hiring, terminating, disciplining, training and development, and performance reviews in accordance with Human Resources policies and procedures. Conduct one-on-ones with direct reports, coach and train Research Informatics team through experimentation, support, maintenance, code-writing tasks and data mining.

      Perform all other related duties as assigned.


Work Experience

REQUIRED

      Bachelor's degree in Computer Science, Mathematics, Information Systems, Engineering, Physical Sciences, Life Sciences or closely related field or equivalent related professional experience is required. Additional certifications are preferred.

      Five or more years of experience in roles involving; Data modeling, Data mining, as well as direct customer interaction to ensure customer's needs are met.

      Five or more years of experience with Hospital/Clinical data including HL7/FHIR, EMR, Payer, Imaging, Pathology, and Genomics.

      Solid understanding of databases, data stacks, integration patterns, concepts, and integration platforms.

      Solid understanding and experience with web application development.

PREFERRED

      Five or more years of experience in academic research

      Five or more years of professional experience managing complex projects with tight deadlines. Experience dealing with research requests in a clinical setting is highly preferred.

KNOWLEDGE, SKILLS, & ABILITIES

      Experience successfully planning, managing and deploying data reporting solutions; ranging from relatively simple spreadsheet data; daily, monthly reports, to modeling disparate data sources into a cohesive real-time data set. 

      Strong hands-on experience with SQL and one or more of PostgreS, Oracle, EPIC Clarity, and one or more of Python, Perl, Java.

      Three or more years of experience using distributed database system such as ElasticSearch or Solr in production environments.

      Experience with JIRA, Confluence and Git.

      Experience with web application development tools/environments, such as React, Plotly.

      Strong hands-on experience with and knowledge of Interfaces (e.g., HL7/FHIR) and Web Standards (e.g., SOAP and REST).

      Strong hands-on experience with healthcare data ontologies and data classifications (e.g., LOINC, SNOMED, DICOM, ICD10, NDC).

      Proven ability to perform proactive capacity planning as well as ability to make recommendations to management about infrastructure scaling.

      Proven ability and desire to learn new technologies and develop solutions using a variety of integration technologies, patterns and approaches.

      Identify and provide technical mentorship to team members to help them develop into technically competent and well-rounded engineers. 

      Ability to work effectively with both business and technical stakeholders.

      Strong analytical, written, and verbal communication skills as well as conceptual thinking skills to influence others.

      Ability to engage, produce, and execute on tasks with a sense of urgency and ownership.

      Strong cross-functional collaboration skills, relationship building skills, and ability to achieve results without day-to-day reporting oversight.

      Strong sense of personal responsibility and accountability for delivering high quality work, both personally and at a team level.
