Job Description

In a team with the head of service, you will supervise and motivate a team of 16 agents, supporting the three section heads. You will ensure the replacement in the absence of the head of service. Daily, you will be particularly responsible for monitoring the activity and respecting the deadlines of the career section (1 section head, 5 managers): monitoring the careers of permanent staff, campaigns for continuing education, professional interviews, promotions, etc. You will propose and implement the human resources policy of the beneficiary structures: agile and strategic management of recruitment (civil servants, contractual, trainees, apprentices, civic services), management and monitoring of careers, management and monitoring of remuneration and payroll, implementation of social action programs, support and development of staff skills (training, career mobility advisor, occupational health, disability, equality/diversity). You will accompany the professionalization of the HR service agents (skill enhancement, use of tools, updating of procedure sheets...) to secure HR processes and ensure the reliability of HR data (updating data, dashboards, etc.). You will participate in HR legal monitoring, its dissemination (via the SGCD intranet and updating of internal regulations) and the appropriation by the service agents of reforms and new regulations. With the head of service, you will follow sensitive and/or complex files. Specific missions assigned: You will lead topics related to internal control, monitoring of activity and performance indicators, quality, and data reliability. You will be the main contact for the head of the performance cell. You will lead HR projects such as the integration of new arrivals, tutoring, updating of internal regulations, teleworking. You will coordinate the preparation of social balance/unique social reports (Préfecture-SGCD, DDT, DDETSPP) and SGCD activity reports. You will participate in the organization of social dialogue: professional elections, preparation of instances. You will play the role of equality/diversity reference for SGCD within the departmental network. In a cross-functional manner with other SGCD services: You will ensure a HR communication policy within the structures, notably via the intranet, You will drive and implement modernization, attractiveness, and retention initiatives for agents, You will be an active and committed actor within the SGCD steering instances: Steering Committee, Management Committee, exchange instances with the heads of beneficiary structures, SGCD service project Employment.

Profile Sought

You have solid experience in human resources and master the public service status as well as the main HR processes. You possess real managerial qualities, allowing you to supervise, accompany, and rally a team around common objectives. Organized, rigorous, and autonomous, you are able to lead projects, follow up on activity, and manage priorities. You show discretion, responsiveness, and good interpersonal skills, allowing you to work effectively with many interlocutors and support teams in their missions. Your professional environment The General Common Departmental Secretariat (SGCD) is responsible for providing support functions for the prefecture and the two interministerial departmental directorates. The SGCD is composed of five services: human resources, real estate and technical resources, budget, IT and communication, and user relations. The human resources service is composed of three sections: the "recruitment and remuneration" section, the "career management" section, and the "social action, training, and consultation instances" section. The expected duration on the position is 3 years. Your prospects: The skills acquired on the position can allow you to access a position of bureau chief / service chief.
