The city of Cergy is the prefecture and central city of the Cergy-Pontoise conurbation. It has all the central functions of the communal and departmental territory. Located about thirty kilometers from Paris (RER A, SNCF, A15), Cergy currently experiences demographic dynamism (72,000 inhabitants) and remarkable economic and university development and regional cultural influence. A young territory, a global city, Cergy combines major challenges for a municipality: urban development of its territory, ecological transformation of its facilities and public space, social cohesion policy (three neighborhoods in urban policy), quality of its local public services (Label Qualiville), university and economic attractiveness, public innovation.

Attached to the mayor and in connection with his cabinet, you pilot the operational translation of the actions and projects of the public policies of the mandate project in a roadmap. Animator and head of the municipal administration (1,300 employees), you guarantee with your team of general management (four deputy directors) by piloting the organization, securing decisions, adjusting financial and human resources, the success of this ambitious project for the territory. With your team of directors and directorates, you work to rally all cadres and employees around two cross-cutting themes: hyper-proximity and the ecological, energy, and social transition.

With the teams of the general management (control of management, direction of the ecological and energy transition, internal communication), you work to guarantee the quality of the public service, to rally the teams and to create the conditions to succeed in the challenge of the ecological transition in the administrative organization and on the communal territory.

The municipality is looking for a leader capable of rallying committed teams for the territory, of deciding with a strong capacity for analysis and vision. You know how to combine a long-term strategic vision with management of daily situations thanks to a professional background that testifies to experiences in territorial communities, leadership able to rally communal cadres, and relational and political intelligence. You will know how to combine financial sustainability, managerial innovation, modernization of the public service, development of management and evaluation instruments of the organization to accompany the projects of the municipal team.

This position is for a senior territorial cadre or equivalent, sensitive to the issues of proximity and experienced by the users of a City. It is open to positions of administrator, chief engineer, attaché, and senior engineer. The abilities to lead change, to rally teams, to analyze and arbitrate, to listen to your colleagues, to invest on the ground in the service of the community, are necessary and expected qualities, as well as relational intelligence, political sense, reactivity, and capacity.
