Job description

We are seeking a Jr. Java Developer who currently resides in Texas. Preferred: within 1 hour of Austin, Texas. Must be on our W2, and we are unable to work with any C2Cs or provide sponsorship. 

POSITION DESCRIPTION:
This role is a full-stack Java Developer position responsible for designing, prototyping, and developing enterprise web applications that support external permitting and authorization processes. The developer works closely with business users to rapidly translate requirements into SQL-driven prototypes, iteratively refining solutions based on feedback. The role involves building and deploying applications using JEE technologies (JSF, PrimeFaces, Hibernate, Spring) integrated with Oracle databases and web services, while ensuring compliance with security, accessibility (W3C), and agency standards. Responsibilities also include producing technical documentation, developing and executing test plans, supporting CI/CD processes, and collaborating across technical and non-technical teams to deliver scalable, user-friendly solutions in a complex, multi-system environment.

JOB DUTIES
  • Working with the client and user staff to develop design documents and SQL-driven screen prototypes from user requirements within a rapid turnaround cycle.
  • Assist in presenting the resultant prototype to various end-user audiences to demonstrate screen content, dialog, and usability, and to identify and incorporate user-requested changes as directed by the technical leader.
  • Producing module specifications, unit test requirements, and system and integration test requirements.
  • Implementing applications in complex environments in an iterative prototype-user evaluation life cycle with later more complete functional versions accessible to select external users via the Internet to verify functional provisions and usability, including access by disabled persons and those using screen readers such as JAWS and NVDA.
  • Developing detailed flowcharts and models, implementing specifications, and performing modifications from design reviews, prototype evaluations, and assessment testing.
  • Producing a running program.
  • Outlining, formatting, and producing detailed program and user documentation.
  • Performing acceptance testing and incorporating necessary changes prior to formal production release implementation.
  • Communicating and working with people of all technical levels in a team environment.

REQUIRED SKILLS
  • 3-5  years of full-time experience in computer programming and/or systems analysis or a Bachelor's degree.
  • Experience developing Internet Web browser-based transaction and reporting applications using JSF, Hibernate, J2EE technologies to access an Oracle RDBMS 13g RAC or later;
    • Knowledge of developing and consuming web services (REST).
    • Knowledge of Spring Batch jobs.
    • Knowledge of internet security exposures and how to code to prevent the application from being hacked or hijacked.
  • Experience with data modeling, entity relationship diagrams, SQL, and Web page user interface design;
  • Knowledge of database concepts such as referential integrity and data normalization;
  • Experience with Git tools and CoPilot;
  • Excellent communication skills, written and oral, with people of all technical levels;
  • Knowledge of the limitations and capabilities of computer systems and their integration with end-user business processes;
  • Skill in preparing technical documents of varying complexities for technical and non-technical audiences;
  • Skill in working with data automation standards and systems administration technologies;
  • Skill in analyzing and interpreting agency organizations, business practices, policies and procedures;
  • Ability to coordinate and evaluate the work of others and to explain abstract concepts and terms.

Preferred
  • Experience developing Oracle PL/SQL applications and familiarity with Oracle objects (tables, constraints, triggers, etc.);
  • Experience with version control (Git, SVN), build tools (Maven), and CI/CD automation (Jenkins) in a configuration-controlled, multi-developer environment;
