Job description

@ ICF Next, we are fearless in finding new ways to solve problems, relentless in making sure it pays off for our clients and committed to making a positive change in the world.
Join our community of mission-driven creatives, communicators, strategists, and technologists to challenge the status quo.
The Team
You'll work as the primary point of delivery alongside a cross-functional team of engineers, UX designers and researchers, business analysts, product managers, analytics specialists, content strategists, communications specialists, social media specialists, writers, accessibility experts, and security specialists. We partner closely with state and federal stakeholders to deliver, enhance, and continuously improve public-facing websites and digital services. Working collaboratively, we bring together strategy, design, and delivery to create holistic, user-centered solutions that meet mission needs, comply with accessibility standards, and drive measurable outcomes.
The Work
In this individual contributor role, you will support the planning and execution of work for cross-functional delivery teams focused on modernizing existing state and federal digital services and websites that support high-impact public programs. You'll work closely with team members and clients to help prioritize deliverables based on agreed-upon roadmaps, coordinate releases, track dependencies, and ensure work stays aligned to timelines and desired outcomes. You'll partner with a diverse set of stakeholders and decision makers to maintain clarity, momentum, and transparency throughout delivery.
A key part of the work is strengthening how teams operate: refining intake and prioritization, improving Agile ceremonies and ways of working, clarifying roles and decision paths, and establishing repeatable processes for quality, accessibility, and continuous improvement. If you enjoy complex, mission-driven work where thoughtful collaboration and steady delivery discipline make a visible difference, this is a great opportunity to grow and lead.
This role will be on a client site (Rockville, MD) up to 2 days a week
Key Responsibilities:
  • Ability to work in a matrixed mode and lead cross disciplinary teams.
  • Actively communicate with clients to understand and define current needs and priorities.
  • Establish and maintain schedules, product roadmaps, and release plans in accordance with customer and stakeholder needs.
  • Manage budgets, prepare cost estimates, and track resources using financial management tools
  • Perform continuous risk assessment and mitigation; work with management to identify and remove resource, feasibility, and technical barriers that can impede development
  • Maintain a positive, results-oriented work environment by building partnerships with internal and external partners
  • Foster a culture of creativity, collaboration, innovation, and excellence in the work environment and continuously elevate the quality and caliber of the organization.
  • Manage projects independently, be self-motivated to identify and manage risks, and committed to achieving project goals and milestones.

Required Qualifications:
  • Bachelor's degree in related field.
  • 5+ years project management experience leading digital development efforts for Federal clients
  • Ability to obtain a Public Trust Clearance

Preferred Qualifications:
  • PMP certification
  • Experience with U.S. Department of Health and Human Services (HHS), Health Resources & Services Administration (HRSA)
  • Understanding of human-centered design principles and integrating design
  • Demonstrated experience with the software development cycle including working with cross disciplinary teams, including UX and engineering
  • Ability to provide technical strategic guidance to the customer and project team.
  • Experience launching digital solutions, including ongoing analysis and continuous product improvements.
  • Experience managing budgets and resource allocation.
  • Working knowledge of the technical software development process, Agile delivery methods including Agile Scrum and/or Kanban
  • Proficiency working with JIRA and Confluence.
  • Team player with excellent problem-solving and consensus-building skills.
  • Experience working with state and Federal government
  • Experience supporting business development with capture, solutioning, writing sections in the technical approach or pricing
