Job description

Koniag Data Solutions, LLC, a Koniag Government Services company, is seeking a Senior Configuration Change Management Services ( Cyber Network Security Engineer, Lead) to support KDS and our government customer at Joint Base San Antonio, TX. This position requires the candidate to be able to obtain a Public Trust. This position is for a Future New Business Opportunity.

Essential Functions, Responsibilities & Duties may include, but are not limited to:
  • Provides senior-level leadership and strategic direction for the Defense Health Agency's configuration and change management services, with a primary focus on maintaining and enhancing cybersecurity across its global network of military hospitals, medical clinics, and dental clinics.
  • Serves as the lead expert responsible for designing, implementing, and overseeing comprehensive configuration and change management processes that safeguard DHA's complex IT infrastructure.
  • Directs the development and continuous improvement of DHA's configuration and change management strategy, ensuring alignment with DoD cybersecurity requirements, Risk Management Framework (RMF), NIST guidelines, and various DoD strategies including Zero Trust, ICAM, and Digital Modernization.
  • Oversees the implementation of these strategies across approximately 250,000 end-user devices, 3,000 physical and virtual servers, and 250 sites worldwide.
  • Leads the design and implementation of advanced configuration management databases (CMDBs) and change management systems, integrating them with other enterprise IT and security tools to provide a comprehensive view of DHA's IT asset landscape and its security posture.
  • Spearheads the development of security-focused configuration baselines and hardening standards for all IT systems and components within DHA.
  • Ensures these baselines are continuously updated to address emerging threats and incorporate new security best practices.
  • Oversees the change advisory board (CAB) at a strategic level, making high-impact decisions on complex or high-risk changes.
  • Develops risk assessment frameworks and security impact analysis methodologies to guide the change approval process.
  • Directs the implementation of automated configuration and change management tools, emphasizing security automation and orchestration to enhance efficiency and reduce human error in security-critical processes.
  • Leads initiatives to integrate configuration and change management processes with broader cybersecurity operations, including vulnerability management, threat intelligence, and incident response.
  • Ensures that these integrated processes support rapid detection, response, and remediation of security issues.
  • Provides expert consultation to DHA leadership on the security implications of major IT initiatives, architectural changes, and technology adoptions.
  • Develops strategies to manage configuration and change-related risks in large-scale IT transformation projects.
  • Oversees the development and implementation of metrics and reporting systems to measure the effectiveness of configuration and change management processes in maintaining DHA's security posture.
  • Presents high-level briefings to executive leadership on configuration-related security risks and mitigation strategies.
  • Leads cross-functional teams in developing and implementing disaster recovery and business continuity plans, ensuring that configuration and change management processes support rapid and secure system recovery in crisis situations.
  • Collaborates with other senior IT and security leaders to align configuration and change management practices with overall cybersecurity strategy, compliance requirements, and operational objectives.
  • Mentors and develops junior staff, fostering a culture of security consciousness and continuous improvement in configuration and change management practices.
  • Oversees the development and delivery of advanced training programs for IT and security personnel.
  • Represents DHA in high-level inter-agency forums on configuration management and cybersecurity.
  • Collaborates with external partners and DoD entities to enhance overall configuration-related security practices within the military health system.

Education:
  • Master's degree in Cybersecurity, Information Systems, Computer Science, or a related field. Ph.D. preferred.
  • Advanced certifications (e.g., CISSP, CISM, CGEIT, or equivalent) are required.
  • Expert-level certifications in relevant technologies and frameworks are highly desirable.

Experience:
  • 10+ years of progressive experience in IT configuration management and cybersecurity, with at least 7 years in senior leadership roles.
  • Must have a proven track record of implementing and overseeing comprehensive configuration and change management strategies in large, complex environments, preferably within DoD or healthcare sectors.
  • Extensive experience in cybersecurity leadership, risk management, and strategic IT planning is essential.
