JOB TITLE:
Foster Care Program Manager, Rome, GA

REPORTS TO:
Senior Vice President of Foster Care and Prevention Services


REQUIREMENTS:

  • Master's Degree in Social Work, Psychology, Public Administration, or a related Human Services field from an accredited College or University with a minimum of two years of direct experience in foster care social services.
  • A minimum of four years of consecutive supervisory experience working with diverse populations in a child welfare setting.
  • Strong working knowledge of Georgia Child Welfare policies and regulations.
  • Experience in project management, program evaluation, recruitment, coalition building, and data analysis.
  • Excellent verbal and written communication skills; Computer and typing skills sufficient to perform essential job functions.
  • Demonstrated track record of sound fiscal management.
  • Must be a self-starter with excellent organizational skills.
  • Must be able to pass all required background clearances and possess a valid driver's license with a clean driving record.


JOB DESCRIPTION:

The Foster Care Program Manager is responsible for the overall supervision of foster care placement services and foster care staff to further include the recruitment, training, and licensing of Bloom foster families with the DFCS Region 3, and the NW, Georgia area.


GOALS AND OBJECTIVES:

  • Increase the impact of the Bloom Foster Care program by strategically recruiting families to take in diverse populations of Georgia foster children in DFCS Region 3 and NW GA.
  • Oversee placement services to provide oversight, direction, and supervision, and support to foster care staff
  • Ensure compliance with all regulatory entities and maintain the highest standards for the Rome foster care satellite location.

PRIMARY RESPONSIBILITIES:

  • Provide overall supervision of placement services, including but not limited to the approval of prospective foster parents and participation in the matching process to assess the appropriateness of the placement regarding Room, Board and Watchful Oversight capability and capacity.
  • Lead program development and planning in accordance with Bloom's strategic plan
  • Supervises and mentors foster care staff, directing professional staff, development, planning work assignments, and setting performance goals.
  • Reviews case records (e.g., in GA SHINES and GA SCORE) to ensure quality, including individual service plans, assessments, service coordination, and collateral contacts..
  • Acts as a liaison with DFCS, community partners, and court officials to ensure permanency goals are achieved.
  • Provides support to staff during emergencies or critical incidents
  • Provide structured staff supervision, annual performance appraisal, and effective communication with an emphasis on team building and positive acknowledgement.
  • Supports collaboration with service providers, foster parents, and other placing agencies to ensure the highest quality of services is provided to the children and families who are served.
  • Handles correspondence with all partner agencies and/or organizations engaged in the delivery of services to our families.
  • Plan and execute networking and retention events for foster parents in conjunction with other program staff
  • Engage the community by seeking speaking opportunities and communicating the mission and needs of Bloom's foster care program.
  • Schedule and lead all programmatic staff meetings; attend regional stakeholder meetings and cultivate relationships with key partners.
  • Monitor the work of foster care staff through the regular review of reports, cases, conferences and informal discussions
  • Complete foster family SAFE assessments as needed
  • Serve as the main point of contact to potential foster parents and actively engage people inquiring about Bloom's foster care program.
  • Perform background checks on prospective foster families.
  • Ensure compliance with all state regulatory agencies including GA Score, GA SHINES, OPM, RCCL, and COA.
  • Complete and document any internal audits and corrective action plans in a timely manner.
  • Provide orientation, onboarding and training for new program staff and ensures strong working knowledge of Bloom's policies and procedures.
  • In conjunction with Bloom's Recruitment and Licensing Manager, develop a foster parent recruitment strategy for DFCS Region 3 and establish targeted goals and a timeline and plan to achieve them.
  • Serve as an ambassador for Bloom's culture of excellence; meet productivity standards to maintain appropriate census and PQI outcomes.
  • Attend all referring agency DFCS meetings as needed.
  • Facilitate appropriate training as needed.
  • Maintain file and other compliance standards within ASI-WARE software system.
  • Perform other duties as needed.


This is a full-time position requiring flexibility of schedule. Some weekends and nights may be required. Travel throughout DFCS Region 3, Rome, and surrounding areas.
