Job description

Purpose Of Position The Senior Professional Engineer manages and administers the City's traffic engineering programs and provides technical leadership for staff engaged in planning, design, construction, and operation of transportation improvements. This position leads long-range and near-term mobility initiatives; develops and implements standards, ordinances, and procedures; and oversees complex capital improvement and private development projects to ensure safety, efficiency, and compliance with City, State, and Federal requirements and reports to the Director of Engineering Services. Essential Functions Lead and oversee the development, design, review, and approval of traffic operational improvements, traffic control devices, signal timing plans, and temporary traffic control for City CIP projects, private developments, and special events.

Manage all phases of complex traffic and transportation projects (planning, design, procurement, construction, acceptance), including scope, schedule, budget, and risk; administer professional services and construction contracts; review and negotiate invoices, pay estimates, and change orders. Develop and implement City traffic engineering standards, design manuals, technical policies, ordinances, and procedures; provide analytical recommendations to improve mobility, safety, and system performance. Direct citywide signal timing, corridor operations, and performance monitoring; lead data programs (traffic counts, crash analysis, speed studies, warrants) and use results to prioritize operational and safety projects.

Provide technical guidance, mentorship, and day-to-day direction to staff engineers, technicians, and consultants; assign work, review deliverables, and ensure conformance with City requirements and best practices. Coordinate and collaborate with Development Services to assess development impacts, access/location, and mitigation; attend pre-development meetings and ensure development compliance with City standards. Prepare and present City Council, Half-Cent Sales Tax Board, and Planning & Zoning communications for traffic projects, programs, and policy updates; represent the department at public meetings and boards.

Serve as primary liaison to external partners (TxDOT, Smith County, NETRMA, Tyler Area MPO, Tyler ISD, and adjacent jurisdictions) for planning, operations, funding, and project delivery. Lead long-range and short-range multimodal mobility planning, including capital program development, corridor strategies, access management, and school/neighborhood traffic management. Oversee traffic operations support for special events and incident response in coordination with Public Safety and other departments; ensure appropriate traffic control and traveler information.

Provide media interviews and public information in coordination with the Communications Department. Perform other related duties as assigned. OTHER JOB FUNCTIONS: 1.

Lead preparation of divisional operating and capital budgets and monitor expenditures; identify funding opportunities and support grant applications for traffic/transportation initiatives. Serve on the Technical Advisory Committee for the Tyler Area MPO and as staff liaison to the Traffic Safety Board; prepare agendas, materials, and postings for board meetings. Travel to job sites, partner offices, and professional conferences/training as needed.

SKILLS, KNOWLEDGE AND ABILITIES: Expert knowledge of traffic engineering principles and practices, including MUTCD application, signal timing/operations, traffic control and ITS components, access management, and multimodal safety. Advanced knowledge of applicable laws, ordinances, codes, and specifications; contract preparation, negotiation, and implementation; and construction inspection/investigation procedures. Ability to develop and implement standards, manuals, and procedures; analyze crash and operational data; and translate findings into actionable programs and capital priorities.

Strong leadership, supervision, and mentoring skills; ability to delegate, review, and coach staff and consultants to meet quality, schedule, and compliance objectives. Excellent verbal and written communication skills for interactions with elected officials, boards, partner agencies, developers, and the public; strong organization and deadline management. Proficiency with Microsoft Office, GIS, Synchro/HCS (or similar), and CAD platforms (AutoCAD/MicroStation).

Minimum Qualifications Must have a Bachelor of Science in Civil Engineering (or closely related discipline). Professional Engineer (PE), Texas-in good standing or ability to obtain within six (6) months of hire. Experience: Minimum eight (8) years of progressively responsible traffic/transportation engineering experience, including three (3) or more years in a lead or supervisory role managing staff and complex projects.

Must have a valid Texas driver's license with a good driving record. Preferred: Professional Traffic Operations Engineer (PTOE) certification. PHYSICAL DEMANDS AND WORK ENVIRONMENT: Work performed in office and construction/site environments; may involve exposure to moving traffic.
