Job description

The New York Independent System Operator (NYISO) applies cutting-edge technology to operating a reliable electricity system, managing competitive markets for wholesale electricity, and planning for the Empire State's energy future.  The NYISO's Market Operations department invites applications for a full-time ICAP Market Operations Engineer to join our team.

The ICAP Market Operations Engineer will support the NYISO's activities related to the Installed Capacity (ICAP) market consistent with applicable policies, procedures and tariffs.

ESSENTIAL DUTIES and RESPONSIBILITIES

  • Annually administer two ICAP capability period auctions, twelve ICAP monthly auctions and twelve ICAP spot-market auctions. Perform other ICAP market activities, Capability Period setup activities including ICAP to UCAP translation, billing, requirements, load shifting, certification, true-up load shifting, DMNC updates and import rights. Also implement periodic changes to the Demand-Curve values in the ICAP software system as needed.
  • Support collection of data for Gold Book and NYISO reports.
  • Review, analyze, and approve ICAP Supplier DMNC data. Coordinate with other NYISO departments and Market Participants to ensure accuracy of data.
  • Track ICAP resource's CRIS status, DMNC submissions, and Forced Outages in support of NYISO ICAP tariff requirements and NYISO Penalty Review Committee matters.
  • Provide support for general auction administration and gain a working knowledge of the remainder of the ICAP market processes.
  • Develop documentation, including internal procedures, ICAP manual revisions, and changes to the NYISO tariffs. Recommend changes to existing procedures to gain accuracies and efficiencies.
  • Work with Market Products to implement changes to the ICAP system software, including market rule revisions and incorporation of additional functionality into the system. Participate on teams to define and test new software.
  • Collaborate with other NYISO departments on market design and market rule changes. Specifically identifying changes that have implications to the ICAP market processes.

EDUCATION

Bachelor's Degree (BS) in Business, Engineering, Computer Science or related discipline required.

EXPERIENCE

Three to five years of relevant industry related or professional experience, capacity markets preferred; or equivalent combination of education, training and experience.

ADDITIONAL REQUIREMENTS

Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures or government regulations. Ability to write reports, business correspondence and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, vendors, Market Participants and the general public.

Ability to apply advanced mathematical concepts such as exponents, logarithms, quadratic equations and permutations. Ability to apply mathematical operations to such tasks as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory and factor analysis.

Ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems. Ability to deal with nonverbal symbolism (formulas, scientific equations, graphs, etc.) in its most difficult phases. Ability to deal with a variety of abstract and concrete variables.

Intermediate competency in Windows operating environment using MS Office applications, e-mail and internet programs. Intermediate competency using PSS/e Optimal Power Flow, UNIX and PC systems preferred. Intermediate competency using SQL preferred. Advanced knowledge of Excel and a working knowledge of SAS or statistical programming language preferred.
