Overview

The Client is undergoing a major Medicaid Enterprise Modularity (AMMP) transformation—transitioning from a legacy, monolithic system to a modular, Service-Oriented Architecture (SOA) environment. The initiative aligns with CMS standards such as MITA, MECL, MECT, and Outcomes-Based Certification.

To ensure strong quality and testing governance across this multi-year, multi-vendor initiative, it has established the Enterprise Quality Program (EQP). The agency seeks an Enterprise Quality Program Manager (EQP Manager) to lead all aspects of quality assurance and testing for the Medicaid Enterprise System (MES).

This role reports to the MES Associate Director and partners with PMO, vendor teams, and AMA departments to maintain high testing and quality standards.


Key Responsibilities
  • Serve as the MES Enterprise Quality Program Manager, ensuring testing and QA programs operate effectively across all MES modules.

  • Collaborate with internal teams—operations, security, infrastructure, data governance, and project management—to align quality efforts with business goals.

  • Oversee and evaluate the PMO Vendor’s Quality Management Plan, ensuring compliance with state and federal standards.

  • Act as Test Director, developing and executing multi-phase Enterprise Test Strategies (functional, regression, performance, automated, and manual testing).

  • Design and monitor key performance indicators (KPIs) to measure program effectiveness and testing quality.

  • Manage testing vendors, contracts, and RFP processes, ensuring timely and quality deliverables.

  • Facilitate integration and coordination across multiple test teams for end-to-end MES solution testing.

  • Apply Agile methodologies, SDLC principles, and strong Azure DevOps practices to support testing and reporting.

  • Oversee QA documentation, risk management, and issue resolution.


Required Qualifications
  • 7–10 years of experience in quality assurance and test management.

  • 3–5 years developing test strategies for complex enterprise systems.

  • 3–5 years managing or coordinating multi-vendor projects.

  • Strong understanding of SDLC, Agile, and QA methodologies.

  • Proficiency in Azure DevOps, Microsoft Office Suite, and SharePoint.

  • Excellent communication skills with the ability to convey complex testing concepts to technical and non-technical audiences.

  • Proven experience working with senior leadership and key stakeholders.


Preferred Qualifications
  • Experience on Medicaid or major healthcare payer projects.

  • Program or Project Management background.

  • Hands-on experience with automated testing tools or frameworks.

  • Knowledge of Medicaid Transformation Initiatives and MMIS modernization.

  • Experience building RFPs and evaluating vendor proposals.

  • Strong analytical, leadership, and interpersonal skills with the ability to manage cross-functional teams.

  • Able to work independently, meet deadlines, and adapt to change in a fast-paced environment.


Education
  • Bachelor’s degree in Computer Science, Information Systems, or a related field
    – OR –

  • 9+ years of equivalent relevant experience
