APPLICANTS ARE ENCOURAGED TO APPLY AS SOON AS POSSIBLE*** Job Summary This position serves as a Project Manager 2 Architect or Engineer within the Department of Administration, State Public Works Division (SPWD) in Carson City. The incumbent is a licensed architect or engineer responsible for statewide facility planning and development of future capital improvement projects.

The incumbent conducts facility needs assessments and feasibility studies; develops project scopes, preliminary budgets, and planning recommendations; negotiates and administers architectural/engineering (A/E) consultant contracts for planning studies; coordinates planning efforts with State agencies, consultants, and regulatory officials; prepares Capital Improvement Program (CIP) recommendations and supporting documentation; maintains planning records; and provides professional architectural or engineering expertise in support of long-range facility planning and capital project development. The State Public Works Division (SPWD) is seeking a licensed architect or engineer to support statewide planning efforts for future capital improvement projects. This position serves within the Department of Administration in Carson City and plays a critical role in assessing long-term facility needs, developing project concepts, and shaping the State's Capital Improvement Program (CIP).

This role focuses on early-stage project development and long-range planning. Responsibilities include evaluating agency facility needs, conducting feasibility studies, developing project scopes and preliminary budgets, coordinating with architectural and engineering (A/E) consultants for planning studies, and preparing recommendations for future capital projects. The position also supports office space planning efforts across State agencies and contributes to SPWD's biennial development of the CIP for legislative consideration.

Success in this role requires strong analytical and strategic thinking skills, effective problem solving, and the ability to communicate clearly with consultants, agency representatives, and SPWD leadership. The architect or engineer must be able to translate complex facility needs into well-defined project concepts and planning documents. This position plays an important part in supporting SPWD's mission to provide well-planned, efficient, and safe facilities for state agencies, and contributes to the Division's long-range vision through professional judgment, collaboration, and pride in high-quality public service.

Essential Qualifications Minimum Qualifications Licensure as a professional architect or engineer is required at the time of appointment and as a condition of continuing employment. Individuals licensed in another jurisdiction must obtain Nevada licensure within 12 months of appointment. Three years of professional experience in facility planning, capital project development, feasibility studies, architectural design, engineering design, or related work involving public buildings, office complexes, or similar structures.

Preferred Qualifications Experience conducting facility needs assessments, feasibility studies, or space planning analyses. Experience preparing project scopes, preliminary budgets, and planning documents for capital improvement programs. Experience working with regulatory agencies, project stakeholders, and multidisciplinary planning or design teams.

Experience coordinating work with architectural and engineering (A/E) consultants for planning or design studies. Special Requirements A pre-employment criminal history background check and fingerprinting are required. Persons offered employment may be required to pay for these items.

Job Duties Facility and Space Planning Conduct assessments of office space to evaluate functional requirements, utilization patterns, and future growth needs for state agencies. Develop recommendations for space allocation, reorganizations, relocations, and facility reconfigurations.

Support statewide facility planning initiatives, including long-range planning and analysis of facility use, operational needs, and programmatic changes. Project Planning and Development Lead early project planning efforts, including feasibility studies and evaluations of long-term facility needs. Coordinate with architectural and engineering (A/E) consultants on planning studies and technical analyses supporting project concept development.

Translate agency operational, space, and facility challenges into clear project concepts and planning recommendations for future capital projects. Review consultant planning deliverables to ensure alignment with SPWD standards, agency needs, and long-term facility strategies. Capital Improvement Program (CIP) Support Contribute to the biennial development of the State's Capital Improvement Program by preparing project recommendations, scopes, preliminary budgets, schedules, and supporting documentation.

Assist SPWD leadership in evaluating statewide facility needs to identify long-term capital priorities and potential future projects. Support CIP refinement, justification, and responses to legislative inquiries throughout the approval process. Stakeholder Coordination and Communication Collaborate with agency representatives, consultants, regulatory officials, and SPWD leadership to gather information, resolve planning challenges, and evaluate project concepts.

Prepare reports, planning documents, correspondence, and project summaries for SPWD leadership, agencies, and legislative bodies. Represent SPWD in stakeholder meetings, planning discussions, and coordination sessions. Documentation and Compliance Maintain accurate planning records, files, data sets, and documentation in accordance with State policies, procedures, and audit requirements.

Ensure planning activities comply with applicable State laws, building codes, accessibility standards, and administrative requirements. Other Duties Perform related duties as assigned in support of SPWD's mission to provide well-planned, efficient, and safe facilities for Nevada's state agencies. Knowledge, Skills, and Abilities Knowledge of facility planning principles, space utilization concepts, and long-range facility needs assessment methods.

Knowledge of building codes, accessibility standards, and fire and life safety requirements. Knowledge of State and Federal regulations applicable to public facility planning, capital improvement programs. Knowledge of cost estimating principles, budgeting methods, and approaches used to develop preliminary project scopes and budgets.

Skill in analyzing complex facility needs, feasibility studies, and space planning problems to develop clear and practical solutions. Skill in organizing and preparing planning documents, reports, scopes, and technical evaluations with a high degree of accuracy and attention to detail. Ability to communicate clearly and effectively with agency representatives, consultants, regulatory officials, and SPWD leadership.

Ability to collaborate with multidisciplinary teams and balance multiple planning assignments in a dynamic work environment. Ability to apply strategic thinking to long-term facility needs, capital project prioritization, and development of planning recommendations. Proficiency with Microsoft Office Suite, AutoCAD or Revit, and Bluebeam Revu.
