Reporting to IT Department Leadership, the Developer III is responsible for the design, planning, development and maintaining of internal and external applications. This role is responsible for leading the development efforts in team projects. The Developer III is expected to lead by example.  The Developer III will mentor coding activities throughout all aspects of the solution development to produce efficient and high-quality solutions.

  1. Design and develop software applications independently or within a team.
  2. Troubleshoot and solve complicated software issues.
  3. Perform coding, debugging, testing, and troubleshooting throughout the lifecycle of software development (agile).
  4. Clearly and regularly communicate with management, technical support colleagues and business units.
  5. Design, create and update new and existing SQL databases.
  6. Analyze and integrate new technologies with existing applications to improve the design and functionality of applications.
  7. Recommend improvements to existing software programs as necessary.
  8. Create test cases for new and existing applications.
  9. Serve as a subject matter expert in key business projects.
  10. Conduct code reviews.
  11. Direct/mentor some level I and II developers.
  12. Write Clear and Detailed Technical Specifications and Documentation.
  13. Perform any other duties as required to ensure Health Plan operations and department business needs are successful.

Education & Requirements 

  • Seven (7) years of experience developing multi-tiered applications
  • Seven (7) years with SQL Server development
  • Five (5) years of experience with software architecture and design concepts
  • Experience working in a team-oriented, collaborative environment
  • Experience transforming requirements into Design Concepts and ERDs
  • Experience in web service development across multiple protocols (SOAP, REST, WSDL, JSON, MSMQ)
  • Bachelor's degree from an accredited institution required
    • Master's degree from an accredited institution preferred

Key Qualifications

  • Strong comprehensive understanding and knowledge in the following areas:
    • Database structures, theories, principles, and practices
    • Professional software engineering practices and best practices for the full software development life cycle (SDLC), including coding standards, code reviews, source control management, build processes, testing, and operations
    • Software development languages: C# & Java
    • Web UI development (JavaScript, JQuery, CSS, and HTML)
    • SSIS and SSRS development
    • Applicable data privacy practices and laws
    • Healthcare systems and healthcare databases is preferred
  • Highly skilled in developing and optimizing T-SQL (DDL, DML, DCL) queries with MS SQL Server 2016
  • Strong troubleshooting skills
  • Good written and oral communication skills
  • Strong technical documentation skills
  • Good interpersonal skills
  • Proven analytical and problem-solving skills
  • Proven ability to:
    • Handle multiple projects in a deadline-driven environment
    • Be highly self-motivated and self-directed
    • Show keen attention to detail
    • Effectively prioritize and execute tasks in a high-pressure environment
