Job description

JOB SUMMARY: Under minimal supervision, serves as a senior engineer performing engineering assignments. Provides engineering assistance developing project plans, designs, or traffic engineering studies and other related documents, field experience with traffic signals and ITS hardware, cost estimates and other engineering technical reports for transportation projects. Provides training, support and knowledge sharing to other engineers.
JOB SPECIFIC DUTIES: Under limited supervision, manages the district design unit consisting of a design engineering group. Coordinates all work performed by the district design engineering staff. Supervises and provides training in the preparation of complete roadway, standard bridge plans and right of way plans for proposed construction projects. Coordinates design project development within the agency. Directs hydrological and hydraulic studies detailing flood characteristics. Directs the calculation and summary of all quantities of materials pertaining to roadway and standard bridge design. Monitors compliance with Georgia Standard specifications, department policies and federal requirements. Distributes work load to staff to meet Department's pre-construction schedule. Attends or conducts public information hearing. Interacts with other governmental agencies, businesses and citizens. Oversee consultant projects and coordinate design activities associated with "Quick Response" projects and larger projects. Manages the Quality Control (QC) efforts of the District Design Group(s) according to the formal QC/QA Program.
MINIMUM QUALIFICATIONS
The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Minimum Qualifications.
STATE ENTRY QUALIFICATIONS:
• Bachelor's degree in civil engineering from an A.B.E.T.-accredited program OR equivalent degree in a related field OR Valid State of Georgia Engineer-in-Training (EIT) certification
• OR Professional Engineer (PE) license issued by the State of Georgia and three (3) years of job-related experience
For international degrees: Applicants with a bachelor's degree from an international institution must submit a course-by-course evaluation from a GDOT-approved credentialing provider.
AGENCY MINIMUM QUALIFICATIONS:
• Georgia PE License OR the ability to obtain the GA PE License within six months of hire date.
• Previous supervising experience.
• Demonstrates advanced level professional knowledge of highway/transportation engineering design including value analysis.
• Demonstrates thorough knowledge of the plan development process (PDP).
• Demonstrates knowledge of Computer Aided Drafting And Design (CADD), and plan preparation and presentation.
• Demonstrated experience performing and/or reviewing all associated engineering calculations (algebraic, geometric, trigonometric) needed to determine quantities, cost estimates earthwork, skewed drainage cross quantities, cost estimates earthwork, skewed drainage cross sections, multiple horizontal/vertical alignments, spiral curves and survey calculations.
• Demonstrated experience reviewing highway capacity analysis and drainage design.
• Demonstrated experience visualizing a completed project from plans.
• Demonstrated experience reading, understanding, interpreting and applying all construction and right-of-way plans and associated documents including bridge and wall plans developed in other offices.
• Demonstrates excellent leadership skills with the demonstrated ability to learn and teach new/advanced engineering design techniques.
• Demonstrated experience providing leadership and guidance to subordinates in accomplishing tasks
• Demonstrated experience providing direction for design activities in the District.
• Demonstrated experience managing a diverse workforce and resolving personnel matters.

AGENCY PREFERRED QUALIFICATIONS:
  • Five or more years of experience performing and coordinating the design of complex urban and rural transportation construction projects.
  • Possession of any professional Design certifications/licensures such as Level II Design Professional certification, CPESC, CPSWQ, etc.

• Demonstrated ability to persuade others to accept recommendations or find mutually acceptable solutions as appropriate; shows respect and courtesy to others.
• Demonstrated ability to adapt quickly to new design processes, new information and changing conditions.
• Understands the mission and value statements of the District, as well as the Department.
IMPORTANT INFORMATION FOR ALL GDOT JOBS
The interview is just one part of the overall selection process and is not the only criteria used to make the final selection. In addition to the interview, the final selection is based on the applicant's work history and performance (documented in HR and/or Office files), PeopleSoft/employee status (i.e. rehire code), employee performance reviews, personnel file review (HR & Office Files), criminal background check, employment reference checks (including references and commendations from Managers and other relevant documentation) and, for supervisory positions, demonstrated leadership skills based on past and current work history will be considered.
Good Employment Standing:
In accordance with the Interview and Selection Process (ISP), an applicant must have no active disciplinary actions to be in good employment standing. Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion). In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation. Please note that Memorandums of Concern are not considered disqualifying factors. Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee's favor, he or she will be allowed to compete.
