Civil Engineering Design-Build Leader โ€“ Vice President / Principal-in-Charge

Role Description: The Design Build Vice President / Principal-in-Charge (PIC) will lead complex transportation and federal alternative delivery pursuits and projects, serving as the Project Manager during the pursuit phase and overseeing successful project delivery through design and construction support. This role is responsible for overall project leadership including project work planning, contract management, staff management, quality oversight, risk management, and project profitability for large lump-sum design-build projects contracted to design-build teams.


In addition to project execution responsibilities, the PIC will collaborate with leadership across the firm to identify and position Huitt-Zollars for major alternative delivery opportunities nationwide. This includes evaluating teaming strategies, vetting contractor and consultant partners, negotiating teaming agreements and contracts, supporting go/no-go decisions, and leading pursuit and interview activities.


Location: Dallas / Fort Worth, Texas preferred; other locations with Huitt-Zollars Office will be considered

Duties:

  • Minimum of 15 years of transportation design experience.
  • Minimum of 10 years of demonstrated experience in the role of Project Manager/Deputy Project Manager/Major Task Lead for transportation design-build projects, preferably larger than $500M.
  • Bachelorโ€™s degree in Civil Engineering from an accredited college/university.
  • Licensed as a Professional Engineer (PE).
  • Demonstrated experience leading multidisciplinary transportation/federal design teams in alternative delivery environments.
  • Experience managing Quality Control / Quality Assurance programs for large infrastructure projects.
  • Demonstrated experience with risk management plans, claims mitigation, and issue resolution.
  • Strong financial and contract management abilities, including project forecasting, staffing management, and profitability oversight.
  • Ability and willingness to travel as required to support pursuits and projects.
  • Ability to foster collaboration among technical and management teams located across multiple offices and regions.
  • Excellent written and verbal communication skills with the ability to communicate technical, contractual, financial, and business issues clearly to executive leadership, clients, contractors, and project teams.
  • Self-driven, resourceful, and capable of leading complex pursuits and projects independently and collaboratively.
  • Flexibility to adapt to changing project requirements, schedules, priorities, and delivery environments.
  • Demonstrated ability to solve complex technical and management challenges creatively effectively.

Preferred Technical Background

  • Strong technical background in transportation infrastructure design, with experience in roadway, retaining wall, drainage, and civil transportation projects.
  • Demonstrated experience with retaining wall systems, roadway geometric design coordination, utility conflict resolution, traffic control coordination, and constructability considerations on complex transportation projects.
  • Familiarity with DOT design standards, permitting requirements, and alternative delivery technical review processes.
  • Experience coordinating across roadway, structural, drainage, traffic, geotechnical, and utility disciplines on large-scale transportation infrastructure projects.

Key Responsibilities:

  • Takes active steps in the pursuit of winning new business or additional opportunities with existing clients and may be responsible for a stated portion of office sales goal. Assists and/or leads team in pursuit of new work (repeat work, SOQ and Proposals). Develops and/or executes project Win strategy.
  • Successfully and consistently functions as Lead Principal-in-Charge for their designated Practice Area in geographic market.
  • Competent, knowledgeable, service leader in the market(s) they service.
  • Understands and follows HZ QMS and Quality initiatives. Ensures quality control measures are being adhered to on projects and daily operations.
  • Prepares and follows comprehensive Project Framework Instructions and proper work planning for a project. Ensures proper staff is assigned and utilized on their projects.
  • Reviews project reports and performance metrics to track project progress and budget. Leads successful projects (profit, on-schedule, quality, satisfied client). Verifies client satisfaction routinely and shares feedback with team.
  • Proactively works with PM to strategize resolving issues that impact project performance. Reviews progress with PM at least monthly (including & completes vs. % spent) and that PM is adhering to weekly rhythm.
  • Successfully contributes to the overall profitability and financial performance on projects.
  • Oversees staff deliverables and production assigned to their projects to ensure client, legal, and company requirements are met.

  • Manage all aspects of the design, overseeing technical preparation of design services and construction support services, including all aspects of contractual obligations from design, quality management, and change management.
  • Full managerial responsibility for all aspects of the project, scope, schedule, design, quality, staff, etc.
  • Assure the project team complies with the contract agreement as well as exercise rigid cost control to implement the approved design within established budget restraints.
  • Develop and mentor less experienced staff.
  • Support firmwide alternative delivery growth initiatives and collaborate with leadership to identify and position for strategic pursuits.
  • Engage in proposals and sales activities, represent HZ at industry events, and provide internal mentorship when not engaged in an active project.
  • Direct and coordinate the activities of discipline and segment leads, who may be located across the U.S., to ensure the project progresses on schedule and within the prescribed budget.
