Job description
LSF is seeking a talented Delegate Agency Manager who wants to make an impact in the lives of others.
Purpose and Impact:
The Delegate Agency Manager is responsible for planning, implementing and monitoring the activities of all Delegate Agencies. Work also includes the coordination of Delegates' training activities on the program's Performance Standards and other applicable Federal, State and Local Standards. Work is performed under the general supervision of the Deputy Director and Head Start Director and is reviewed through conferences, reports, and program achievements. Participates in the HS/EHS Quality Assurance efforts.
Essential Functions:
- Implements and monitors the activities of all delegate agencies to ensure compliance with Head Start Performance Standards and all other applicable Federal, State and Local standards and regulations.
- Provides and documents ongoing technical assistance to Delegate Agencies, in coordination with Head Start Managers, directors, supervisors, and coordinators as appropriate.
- Conducts and/or coordinates training on the Performance Standards, Head Start Act and any Federal guidelines and related areas in coordination with other content area experts and other staff as appropriate.
- Provides training support to the Delegate Agencies, as it relates their Policy Committee (PC) and Parent Committee requirements. Periodically attend executive committee meetings and attend full PC meetings monthly.
- Meet monthly with Delegate Agencies key contact to ensure they are kept abreast of the compliance outcomes and/or new developments in the Head Start Program on state, regional and national levels or program changes concerning the Head Start/Early Head Start programs.
- Prepares, maintains, reviews, execute and updates contracts/agreements.
- Works directly with the Central Services procurement office on the bid process and the execution of partnerships as well as contract compliance.
- Ensures compliance with the delivering of all services included in Attachment I of the agreements/contracts and the Head Start Program Performance Standards.
- Develops, monitor and review Delegates Corrective Action Plans to include, training, support and follow up on the implementation and completion of the plans.
- Prepares and develops reports, action plans and other requested data for Program submission to the Office of Head Start.
- Reviews, approves, and provides technical assistance with Delegate's grant and Cost of Living Adjustment (COLA) applications and budget narratives for submission to the Office of Head Start with the Grantees Application submission.
- Performs, and reports outcomes to Head Start Director, Delegate Agency audits on Head Start Management Systems (Program Governance, Recordkeeping and Reporting, Self-Assessment, Planning, Fiscal, Human Resources, ERSEA, Communication, Human Resources, Facilities, Materials & Equipment, Ongoing Monitoring).
- Provides contract oversight for ERSEA, Family Services, Disabilities, CLASS, VPK, and Health to ensure compliance with federal, state, and local regulations.
- Monitors Program Information Report (PIR) indicators and reports to ensure compliance and provides training and support on the PIR. Monthly PIR reports are reviewed with Delegates.
- Ensures Delegate Agencies have adequate systems in place to maintain highest quality Early Childhood Education services to children and, in compliance with Head Start Performance Standards and Regulations.
- Provide training and technical assistance and staff development support to Delegate Agencies that is inclusive of best practices and continuous quality improvement as it relates to, curriculum, Teaching Strategies GOLD child assessments, teacher-child interactions, family engagement, etc.
- Provides training, technical assistance and support on providing trauma informed care services and implementing the Trust Based Relational Interventions (TBRI) model and assessments.
- Completes desk audits to ensure complete and accurate data in Child Plus and Teaching Strategies GOLD.
- Review and approve Delegate Monthly Reimbursement requests and track budget expenses.
- Reviews and provides feedback and follow-up on monthly status reports.
- Assists in planning and facilitating monthly, quarterly and/or quarterly annual meetings. (i.e. Pre-Service and In-Service training)
- Maintains agency files and correspondence in orderly manner.
- Maintains strict confidentiality with respect to Head Start/Early Head Start children, families and staff in accordance with established policies and procedures.
- Attends all workshops and meetings as deemed necessary by the supervisor.
- Attends all required staff and parent meetings and activities.
- Perform other duties as assigned.

Physical Requirements:
- Mobility: Must be able to move about an office setting, classrooms, and outdoor environments as needed for site visits and program oversight.
- Sitting/Standing: Ability to sit or stand for extended periods during meetings, desk work, or training sessions.
- Lifting: Occasionally required to lift or carry materials, files, or equipment weighing up to 25 pounds.
- Vision: Must have close vision, distance vision, and the ability to adjust focus for reading documents, computer work, and observing classroom environments.
- Manual Dexterity: Frequent use of hands for computer work, writing, and handling office supplies and materials.
- Communication: Must be able to clearly communicate verbally and in writing; includes hearing and speaking with staff, children, families, and stakeholders.
- Travel: Ability to travel between delegate sites, attend regional or national training events, and participate in community outreach as necessary.
- Reasonable accommodation may be made for otherwise qualified persons with disabilities.
Education:
Minimum of a Bachelor's Degree from an accredited university in Social Services; Human Services; Business Administration; Public Administration, Organizational Leadership or a related field. Master's degree preferred.
Experience:
- Minimum of five years professional leadership/management and supervisory capacity working in compliance, organizational development, quality assurance, quality control in a social service, government, or not for profit organization. Relevant knowledge and experience in quality inspections, and auditing, implementation of Corrective Action Plans and follow-up, computer knowledge of tools, concepts and methodologies of QA, knowledgeable of relevant federal, state and local regulatory requirements. Significant experience in administration, including balancing regulatory requirements with budget constraints and contract management. Head Start or Early Head Start experience preferred.
- Bilingual preferred: English/Spanish or English and other languages present in the local area.
Also required:
Successful completion of a Level II background screening and drug screening prior to hiring.
Knowledge, Skills and Abilities:
- Ability to determine and prioritize demanding workload while being flexible to emergent/unplanned needs and situations.
- Significant decision making and problem solving in many areas including the allocation of resources to program components, supervisory issues, scheduling and provision of program services.
